    [rtl]He added that "kidnappings have escalated in Baghdad in previous periods for several reasons, including the security chaos that followed the occupation of some cities and the involvement of the security forces in the fight against terrorism and also because of the recent law amnesty law."[/rtl]
    [rtl]"The law of amnesty included the crimes of kidnapping with its provisions, which contributed to the exit of most of the perpetrators of these crimes and led to the formation of specialized gangs until the amendment of this law to exclude all the crimes of abduction by law and the release of them, but the period between the issuance of the law and its amendment was sufficient for the exit of many convicted.[/rtl]
    [rtl]He added that "the cell overthrew 374 defendants distributed in the form of organized gangs of kidnapping and the average rate of members of the gang (3 14) individuals and 638 sentences have been issued by the criminal courts that each accused committed more than a crime and most of these sentences hanging to death by 90% And the rest were prison sentences for life, which contributed to the low proportion of these crimes in the areas of the capital Baghdad significantly. "[/rtl]
    [rtl]He added that "the cell and when the start of its work toppled many of these gangs organized has been arrested 148 accused distributed to groups specialized kidnapping during the year 2015, contributed to the reduction of the crime to become the number of defendants arrested during the year 2016 (85) 50%, "pointing out that" most of the arrests of suspects accompanied by the release of the kidnapped or the victim.     [rtl]"The Supreme Judicial Council has appointed new members to investigate crimes of kidnapping motivated by financial or terrorist extortion into the anti-kidnapping cell affiliated with the Baghdad Operations Command and under the supervision of an investigating judge in the Central Investigation Court," the judge said.[/rtl]
    [rtl]"The cell began its functions and arrested 107 accused in 2017 distributed in the form of organized gangs, the average rate of members of the gang between 3 and 14 people, which contributed to the low rate of crime to become the number of accused arrested during the year 2018 (34) Accusing ".[/rtl]
    [rtl]The judge confirmed that "the June 2018 witnessed the arrest of the last kidnapping gang and since then the proportion of these crimes by organized gangs by 100% in the capital Baghdad," noting that "the number of kidnappings is numbered and is not organized and for different motives."[/rtl]
