White House spokeswoman Sarah Sanders said Thursday evening that US President Donald Trump would sign the government funding law and declare a state of emergency. 

For his part, the Republican leader in the Senate, Mitch McConnell , that President Donald Trump will declare a state of emergency to finance the construction of the wall with Mexico.

"President Trump plans to declare a state of national emergency so he can bypassCongress and build his wall he promised to build during his election campaign along the southwestern border of the United States," McConnell said. 

Trump would move after signing the budget bill, he said. 

The declaration of a state of emergency could lead to a constitutional clash with US lawmakers. 

In response to the White House announcement, Speaker of the House of Representatives Nancy Pelosi said: "There could be a legal challenge if Trump declares a national emergency. We will consider the options." 

"What happens on the border is not an emergency," Pelosi said, referring to the influx of thousands of migrants across the Mexican-American border. 

The President of the House of Representatives indicated that she would attend to respond appropriately, in the event that the US President declared a state of emergency.

The US president announced in January that he had "an absolute right" to declare a state of emergency if it was not possible to reach agreement with Congress on the inclusion of funding to secure the southern border in the government budget. 

Trump said he did not declare a state of emergency during his address to the American people because he still believes in the possibility of reaching an agreement with Congress on the inclusion of the cost of construction of the separation fence on the border with Mexico in the government budget.
