BAGHDAD: Iraq has resumed talks with several European countries, most notably France, Germany and Britain, to resolve the issue of ISIS detainees from foreign nationalities currently held in camps near the Iraqi border under the custody of the Syrian Democratic Forces, a senior Iraqi government official said. {SDF}.
The official said in a press statement that "there is increasing concern in Iraq that these elements remain on its borders without trial or fortified prisons, in addition to fears that the file within the projects and bargains in northern Syria."
He added that "several European countries have resumed talks with Iraq on their citizens detained by the Syrian democratic forces, with the aim of accepting Iraq to receive them and prosecute him, in accordance with the anti-terrorism law in force in Iraq.
" The National Security Adviser headed by Faleh al-Fayyad, but ultimately aims to ensure that each country closes the file of its citizens belonging to ISIS in Syria, through the receipt and trial of Iraq, and there are pledges that it will not interfere or object to any kind of government.
"The talks are now focused on a total of about 800 ISIS members of European nationalities, most notably Britain, France, Germany, Canada and Sweden, but the majority are of Arab origin," the official said.
He pointed out that "Iraq is concerned at the same time that these elements remain close to the border without fortified prisons, they are distributed in nine camps, some of which were schools or center Vanguard and former headquarters of the Syrian army, all unfit to be prisons, including Very dangerous. "
He explained that "Iraq fears that they will be a number in any deal or bargains taking place in the future, with the continued tide in the Turkish-American relations on understandings on the areas of control of SDF and the so-called safe area, or in any other dispute between the actors in Syria, Local and foreign. "
He pointed out that "Iraq is more convinced of the importance of resolving the file quickly, and there are old offers made months ago on assistance from those countries to rehabilitate the infrastructure of its prisons, and financial grants to accept the receipt and prosecution of terrorists, has been submitted again."
He revealed that Iraq "informed two European countries, before the Eid al-Adha holiday, that it agrees in principle to receive and prosecute those who entered Iraq and engaged in terrorist activities against its citizens, interests or security forces, in line with Article IV of the anti-terrorism law, but these countries are now discussing In general, regarding the receipt of these people from SDF and their trial in Iraq, whether they were involved in the fighting inside its territory or limited their activity in Syria. "
He stressed that "Arab terrorists of Saudi, Egyptian, Lebanese, Jordanian and Palestinian nationalities, and from the Maghreb countries, will not be received in any way, nor that their countries did not address Iraq about them," adding, "but there is talk that the Saudi Minister of State Thamer Sabhan With SDF about his fellow terrorists detained in northern Syria, we do not know how accurate this information is, nor does it concern us very much. ”
The Supreme Judicial Council in Iraq announced earlier that it had governed more than 600 foreigners on charges of joining IS, most of them of foreign nationalities, European and Asian, most of them were arrested during the battle of Mosul. Some of the verdicts have met with objections from many European countries and human rights organizations who said they lacked the conditions for justice.
In April, SDF announced an agreement with the Iraqi government to repatriate some 31,000 Iraqis from camps in northern and eastern Syria, including a number of families of ISIS fighters, but pressure continued on Iraq.
"Iraq wants to get rid of this dossier as soon as possible, because it understands the dangers that threaten it, and the security chaos that is taking place on the Iraqi-Syrian border," Abbas Sarout, a member of Iraq's parliament's security and defense committee, said.
He explained, in an interview that "the House of Representatives object to Iraq to agree to bring all the elements of ISIS foreigners in SDF, for the most important reasons that he does not want to transfer its territory to a new Guantanamo," acknowledging that "the pressure on the Iraqi government returned in this regard, international pressure In the first class".
Regarding the recent statements of the US special envoy to Syria James Jeffrey, that the number of "ISIS" elements up to 10,000 "SDF", Sarrout pointed out that "this number is exaggerated, because America and after the increasing political and popular demands to remove its troops from Iraq, began to press "(Prime Minister) Adel Abdul Mahdi through this way."
For his part, an officer with the rank of lieutenant colonel in the command of the Iraqi border guards (the second zone) responsible for securing the border with Syria, said that "on July 25, and August 13, the border forces reached two cables from the army intelligence requesting to raise the alert on the border because of the presence Information about the escape of a number of ISIS militants detained by SDF.
He added, in an interview that "although nothing happened, but there is talk of smuggling elements of ISIS, as a result of corruption in the leadership of the militia, deals up to tens of thousands of dollars on one head."
In turn, the Iraqi researcher, Ahmed al-Sharifi, said in an interview that "the Iraqi government knows very well that it is the only way to get rid of terrorists with SDF, and that the European countries collectively refuse to receive their citizens. This is likely to happen, but the fear of smuggling them under SDF control, rather than the fear of receiving them. "
"The SDF has only Iraq to hand over what is left of the terrorist organization, because there are problems in relations with Turkey and the Syrian regime as well."
