Legal: Parliament's decision to dissolve the provincial councils is informative and unconstitutional

Legal expert Ali al-Tamimi, on Sunday, considered the decision of the House of Representatives to dissolve the work of the provincial councils as a media decision and has no legal or constitutional value, while the abolition of the provincial councils need a constitutional amendment.
Tamimi said in a statement to the information, that "the continuation of the payment of salaries of members of the provincial councils and the survival of their protections and privileges is a legal fact that the decision of the House of Representatives to dissolve the councils is contrary to the Constitution and the law," pointing out that the "Local Elections Law is clear New Council. ”
He added that "the decision of the House of Representatives to freeze the work of the provincial councils is limited to media promotion and no legal and constitutional value," noting that "the abolition of the provincial councils need a constitutional amendment and this is difficult because the Iraqi constitution is dry and not adjustable."
Earlier, the House of Representatives voted to freeze the work of the provincial councils.
