The head of the Integrity Commission, Judge Haider Hanoun, said that amending the Integrity Commission law will include subjecting the private sector to graft inflation.
The forum of the Federal Integrity Commission and the Iraqi Contractors Union discussed the effects of corruption on the performance of the private sector and the implementation of projects, with the aim of supporting this private sector in line with the United Nations Convention and other anti-corruption agreements, and strengthening the role of government institutions in this direction, at a time when the attendees unanimously agreed that the private sector has not It is not a cause of corruption.
Hanoun said: Over the past year, Iraq has made great achievements in the issue of corruption, as corruption rates have declined to limits the country has never witnessed before, and Iraq has become better than regional and other sister countries and at the world level. He added, “Today we are discussing a very important topic that focuses on anti-corruption measures in the private sector in all forms of corruption,” pointing out that the coming period will witness an amendment to the Integrity Commission Law, which includes subjecting the private sector to the issue of inflation through illicit gain.
Hanoun stressed on strengthening the culture of integrity, justice and accountability among citizens and that they have immunity and protection when reporting cases of corruption in the public and private sectors, noting the importance of developing laws that limit corruption, and strengthening international cooperation in the fight against corruption.
He pointed out the need for the oversight body to be independent from any interference to carry out its tasks effectively, and that one of the priorities of the government program is combating corruption, and all public and private institutions must work in this direction.
The head of the Iraqi Contractors Union, Ali Al-Sanafi, called for the implementation of the Council of Ministers’ decisions supporting the activities of the private sector and the Iraqi contractor in particular, pointing out that the contracting sector suffered greatly from the failure to implement the decisions, despite its commitment to performing work to the fullest extent.
Al-Sanafi stated that corruption is not only financial bribery, but rather includes failure to implement laws and not giving the contractor his rights, and any step that confuses the project is considered corruption, and here those who work to obstruct and confuse projects must be punished.
He pointed out that the discussion was different and was characterized by high transparency and absolute frankness, as we and the Federal Integrity Commission discussed the problems that prevent the implementation of projects. The Iraqi Contractors Union shares the mission this time with the Integrity Commission to change the reality of the situation and open work paths to the private sector.
Al-Sanafi continued, “Implementing the decisions of the Council of Ministers and protecting the Iraqi contractor is our most prominent demand, which the Integrity Commission interacted with, which raises hope for a better tomorrow in the process of building Iraq, as the Integrity Commission listened to us seriously to be one hand. The step of hope has begun, and the Iraqi contractor is serious about being present in his country and proving its presence.” .
In turn, the President of the Federation of Chambers of Commerce, Abdul Razzaq Al-Zuhairi, said: The Federation supervises the management of a large sector in which millions work and the development of laws that regulate it represents a very important matter, indicating that the private sector is not a cause of corruption.
He stated that the government wants to find an ideal private sector, and this is among the tasks of the Economic Council, pointing out that there are those who work to disrupt business, causing loss to the country.
Al-Zuhairi added that unions organized by law must have the final say in developing business performance in Iraq, and they must not be compared or competed with civil society organizations that are expanding to take their role.
As for the President of the Iraqi Federation of Industries, Adel Akab, he said: Our problems have been identified and we are working with government agencies late daily with the aim of overcoming them. Over the past year, we have made important decisions in favor of the industrialist, and this is due to the understanding of the public sector, including ministers and officials, regarding the requirements for advancing our work.
Akab touched on the problems that confuse the performance of the Iraqi industrialist, including with government institutions, especially with the Ministry of Oil, which supplies the industrialist with 20 percent of his share, and this affects the reality of work. Also, the disparity in supply prices between industrialists is something that requires a pause from the ministry and for prices to be unified.
He pointed out the importance of the concerned authorities cooperating with the Iraqi industrialist on the issue of renting state real estate, as it is necessary to adhere to the government’s decisions in this important detail.
