[ltr]Economists called to the necessity of activating the roadmap put forward by the government years ago for the advancement of industrial companies, which represent the main pillar in the movement and the recovery of the local economy, stressing that the experience of the rehabilitation of major projects, including cement plants are considered successful by all standards and can be applied to the rest of the loss-making projects.
The economist said Bassem Jamil Anton in an interview for the "long", that "the state-owned companies almost stalled for nearly two decades because of the economic blockade in the nineties of the last century as well as the looting witnessed by the country after 2003, what made this industrial projects losing the privilege" .
He added that "76 facility containing approximately 250 plants in different production lines that represent the daily goods for the Iraqi people is a semi parked and need for real plans for the advancement of their betterment deteriorating for years." Anton explained that "the successive Iraqi governments after 2003 spent since 2004 to 2011 nearly 13 trillion dinars for the salaries of employees unemployed belonging to the loss-making companies do not produce anything," he recalls.
He said the "government has developed a program launched by the (road map) to bring life to its industrial classified according to the vision whereby factories into several categories to turn either to the entire privatization or sale are some of them or rehabilitated by turning them into joint-stock companies."
He stressed that "the plan developed by some industrialists who represent the private sector is the closest to the application where identified specific steps to restore life to a number of industrial companies the government according to data take into account some important aspects and economic rehabilitation process notably over the productive capacity owned by the company in addition to the availability of raw materials Dakhla product industry and its competitiveness with imported goods, and the choice fell on the cement industry, which is considered the most popular today. In turn, the economic expert said Abbas Bahadeli "long", the "idea of creating a special government fund for the advancement and rehabilitation of state-owned companies which are lost due to negligence, which hit during the recent years."
He added that "direct financial support for companies of government is the biggest constraint, which faced the process of development and the advancement of their betterment, where it needs a lot of money for the purpose of restructuring and increase its production capacity."
He explained Bahadeli that "the process of rehabilitation of state-owned companies and affiliated factories require an integrated plan be supported financially in accordance with the laws of the most important multi-customs tariff law and consumer protection in addition to the pension law, which provides real guarantees for its staff after long service."
He stressed that "most of the industrial projects of the government was created 30 years ago or more, so you need today to the process of comprehensive rehabilitation for their production lines and supply advanced technology that contribute to raising production capacities and then create a cycle of capital between the company and the fund, which will recover the amount of money made by the company's profits" .
He pointed out that "the rehabilitation process can not be carried out for all companies at one time, but are divided according to their importance and the quality of the product and the extent of the profits that accrue to an agenda that must be classified on the basis of state-owned companies according to specific time periods."
There are in different cities of Iraq as a parameter coefficient governmental Off paper, iron and steel, petrochemicals after the cessation of production units as well as fertilizer plants exposed to destruction due to wars or obsolescence of its equipment.
The Association for the Development and the development of industry and commerce in Iraq criticized, earlier, lack of state support for the industry and trade sector and open the doors of import wide, causing damage to the product nationally and loosing competitiveness, as they believed that the scarcity of electricity, fuel and not keep up with the Angels national global developments and the lack of laws appropriate most important factors in the decline of Iraq industrially and economically, confirmed its quest to detect areas ready for industrial investment and help stimulate foreign and Arab companies to invest jointly with Iraqi investors, and to find the sources of industrial and commercial non-oil.
