    On Monday, April 29, 2024, the Parliamentary Finance Committee confirmed the existence of huge funds from customs and taxes that did not enter the state treasury, by circumventing the laws and evading customs payments under the pretext of implementing investment and charitable projects.
    According to a statement seen by Ultra Iraq, the Finance Committee hosted “the team of the Order Committee (23037) formed by the Council of Ministers regarding imported goods for the public and private sectors that are exempt from duties at border crossings.”
    The attendees agreed that the committee team would “address” the issue of circumvention of the laws and thus prevent tax and customs funds from entering the state treasury, “while the committee adopts the issuance of binding decisions in a way that prevents wasting public money and ensures the collection of state funds,” according to the statement.
    The head of finance, Atwan Al-Atwani, said, “There is a huge amount of money from customs and taxes that did not enter the state treasury, due to circumventing the laws and legislation in force as part of customs exemptions that came to support the private sector and encourage investment, and not an outlet for plunder and theft.”
    Al-Atwani stressed the need for customs exemptions to be granted “on the basis of studying the economic feasibility, achieving the public interest, and protecting the local product, and for them to be limited to the real investor who implements and accomplishes them, and not to grant them to fictitious and lagging projects,” indicating that “the corrupt people are trying to exploit the state’s tendency to support the private sector.” To achieve their personal interests by evading customs payments under the guise of implementing investment and charitable projects.
    For his part, team leader Ahmed Salim provided “a complete briefing on the file of customs exemptions and the shortcomings in the mechanisms for granting them, as well as the measures taken to close the outlets of corruption by implementing the requirements of legal restrictions.”
