     {Baghdad: Euphrates News} described the appearance of Mohammed Saleh Economic Adviser to the Prime Minister Haider al-Abadi, on Tuesday, firing mechanisms granting industrial and agricultural loan and housing as the "first spark" noting that "the state heading towards launch another soft loans in the event of improved financial position."
    He said Saleh told {Euphrates News} that "the central Iraqi regime was producing everything and today he became disabled and Aantj anything, adding that" the private sector went through the last 10 years toward non-productive industries and most of them commercial, it is necessary to return the sector to development activities It is an important issue, stressing that "On this basis, the Iraqi Central Bank put about 6 trillion dinars in front of the market of agricultural, industrial and housing lending." 
    He continued, "Today we need a great effort to follow the money in order not to speculation she went and spent all dinars in the right place for development and raise operating." 
    Saleh promised to step lending the first spark, saying "the beginning not the end", and if the financial situation of the state starved market soft loans improved. "
    He pointed out the difficulty of financial and economic situation in light of the war against Daash and other challenges, stressing that "the Iraqi state is struggling on several fronts, has not gone unnoticed by the strategic planning for the development of agriculture, industry and other vital sectors."
    The Prime Minister's Office announced on Monday the launch of mechanisms for granting industrial and agricultural loan and housing at the center of economic reform approved by the cabinet crisis cell earlier. 
    A statement from the Prime Minister's Office that based on the first package of reforms presented by the Prime Minister Haider al-Abadi, at the center of economic reform to stimulate the economy in the country and run the unemployed, has acknowledged the crisis cell at its sixth meeting on 08/24/2015, headed by Prime Minister mechanism lending in the industrial, agricultural and housing area, which will be awarded in accordance with the instructions issued by the Central Bank and other banks.
    At the forefront of the mechanisms may be granted a loan from the central bank for each specialist {agricultural, industrial, real estate, and housing fund bank} for five years, including a grace period for {6} months, extendable to five years with the approval of the Central Bank at the request of the borrower's bank or Alsndouk.anthy m

     Discussed the Council of Ministers in its meeting held today (Tuesday, 19/04/2016) under the chairmanship of Prime Minister Dr. Haidar al - Abbadi of the current situation in the country and the issues on its agenda.

     The cabinet decided to form a ministerial committee to review and audit the previous lagging contract files or projects that caused the waste of public money or marred by corruption, which the Council of Ministers decides to referral to the Committee, the Committee also holds the economic and technical feasibility of holding the investment qualifying concluded between the General Company for Iron and Steel and one of the study Turkish companies, the project Najaf , the capital of culture, on the committee submits its recommendations for each case referred to it during the period not to exceed one month for each project.

     Mr. Prime Minister , Dr. Haider al - Abadi and face firing amount of 300 billion dinars to pay dues of farmers continued planting crops and disbursed as soon as possible.  To activate the movement of the market and economic activity, the sovereignty of the support contractors through treasury bonds.

     He briefed the Cabinet on the Ministry of Labour and Social Affairs firing apply for the inclusion of a network of social protection in a way the electronic submission for the first time in Iraq , where it reached 400,000 salary and included two million people, which is one of the important projects carried out by the government to eradicate poverty.

     In the area of supporting the sports sector, the Prime Minister stressed the importance of providing the necessary support for Youth and Sports and in particular plans to the Ministry of Youth and the opening of more soccer fields.

     The cabinet decided to form a committee headed by the Minister of Planning and the membership of the governor of the Iraqi Central Bank and economic advisor to the Prime Minister and Financial Advisor to the Prime Minister and the Undersecretary of the Ministry of Finance, Undersecretary of Technical Planning, holds the structure and controls the completion of the distribution of Contractors benefits through government bonds the process of developing, and submit its recommendations to the Mr. Prime Minister for approval within a week.

     The Council approved the second draft amendment to the law Unified Pension No. (9) for the year 2014, and to submit it directly to the House of Representatives based on the provisions of Articles (61 / I and item 80 / item II) of the Constitution, allows the application of the provisions of pension law in force on retiring by force.

     Also it approved the draft amendment law of the first to the law of the care of minors No. (78) of 1980 , which Dqgah the State Council, and forwarded to the Parliament, according to the provisions of Articles (61 / I and item 80 / item II) of the Constitution, taking into consideration Ray General Secretariat of the Council of Ministers.

     The cabinet approved the recommendations of the judicial standards of fair and effective position to ensure the provisions of the law properly with no effect on the functioning of public utilities, including the Iraqi government to its completion, contained linking book Supreme Judicial Council , a number: 26, dated 22/02/2016, taking into consideration the observations made ​​and approved by the Council of Ministers.

     The Council agreed to sign the Additional Protocol to the agreement of partnership and cooperation between the Government of the Republic of Iraq and the European Union.
