China donates for Iraq to $ 170 million for the relief of displaced people of Mosul and Fallujah

Said Chinese Ambassador to Iraq Chen Wei Zheng, donated his B170 million to support and provide relief to the displaced people ofMosul and Fallujah, adding that this amount represents a down payment. Jubouri said theOffice in a statement received "long", a copy of it, that "Parliament Speaker Salim al - received in his own office, Ambassador of the People 's Republic of China to Iraq Chen Wei Zheng and his entourage , " noting that "During the meeting , they discussed bilateral relations between the two countries friendly countries and ways of enhancing the prospects of bilateral cooperation , especially in economic and investment sides. said the Chinese ambassador during the statement , " donated his $ 170 million will be allocated for thedisplaced people of Mosul and Fallujah , "he said , adding that" this amount represents a down payment and that China is serious in providing all means of support and backing in this area. " 
the Chinese ambassador to Iraq Chen Wei Qing, announced in the April 27, 2016, trade between the size of the Iraq and China reached US $ 20 billion over the past year, while calling for strengthened relations between the two countries in various fields.

What I don't get is there isn't but 30 something million people in all of Iraq so if 170 million is for the people of these two cities then shouldn't they be millionaires....?
