    If I am correct, this 2015 means the final payment of the 11 billion that is in a scheduled setup agreement now. After that last payment then all things moved to VI will be over and never again have the opportunity to be moved back into the VII status. Other words to me, this doesn't mean that Iraq has to wait till 2015 to remove VII... ;)
