    Iraq has new challenges after being out of Chapter VII that was imposed after Saddam Hussein's invasion of Kuwait, most notably the protection of its assets abroad.

    Chapter 7 of the charter allows the Security Council to authorize actions ranging from sanctions to military intervention if states do not abide by the councils’ demands.

    Under the UN resolution, Iraq will enjoy complete sovereignty and independent decision from one hand and it will be dealt with as recognized fully by the international community politically on the other hand.

    So Iraq will move to Chapter VI of the UN Charter, which emphasizes the resolution of disputes between any two countries through peaceful means and through direct negotiations without the supervision of UN or other international or foreign supervision or control if the two countries called to do so.

    Iraq will gain another point boils down to the financial side, where it would be non-binding to deposit its petroleum imports in the Development Fund for Iraq affiliated to the United Nations, after 5% had been deducted as compensation.

    The Iraqi government needs now to national protection force of Iraq's money and wealth, as it is expected that the affected by the invasion of Kuwait would raise judicial lawsuits against Iraq.

    Thus with the importance of Iraq’s exit from Chapter VII, it still imposes an internal responsibility to meet the potential challenges.

    The media adviser to Prime Minister Ali al-Moussawi describes Iraq’s getting out of from Chapter VII as the last foreign obstacle in front of it to restore its full sovereignty while it remains dealing with internal challenges.

    Kuwait has opposed a lot in the past years to expel Iraq from Chapter VII because of differences over borders, missing people, property and other issues, and that was a major reason to make Iraq remain under this Chapter, but most of these issues found their way to the solution recently.
    Iraq and Kuwait took procedures in recent months to address their differences on general aviation companies and restoration of border.

    Iraq’s freedom from Chapter VII will return it to its legal position in the international community, to what it was before the UN Security Council Resolution 838 of 1993, which was passed because of the former regime's forces invasion of Kuwait.

    Finally, the exit of Iraq from Chapter VII is a sign of hope that will open up new avenues in dealing with the countries of the world in development and investment fields, after its financial potentials and movements were tied for the past 23 years.
