    Holding sections budget managers in eight provinces, on Thursday, meeting in Babil province to discuss the transfer of powers from some of the ministries, and demanded that the Ministry of Finance to apply Article 45 of the provinces that are not related to the law of the province, while pointed out that many of the ministries are still sticking to the central powers.
    The deputy governor of Babylon, Ahmed Mohsen in an interview (range Press), he "held a meeting today in Ahmed Sousse Hall resort of Babylon, the aide and adviser to the Governor for Financial Affairs and directors of accounting and budget departments of the provinces, Diwaniyah, Wasit and Muthanna, Baghdad, Karbala and Najaf and Babil," noting "The meeting aims to discuss the obstacles facing the provinces regarding the transfer Wazzarah allocations to the provinces and the exchange of experiences."
     He noted philanthropist, that "the meeting demanded that the Ministry of Finance to comply with the application of Article 45 of the law of the provinces is associated with the province, the rate for the year 2013 as well as the rights of the provinces claim a unified position."
    For his part, the governor of Wasit financial adviser Mehdi Valley, in an interview with (long-Presse), "The meeting tackled study the subject of the transfer of functions and powers of the eight ministries according to article 45 of the law of provincial councils average", adding that "there are ministries have been transferred All powers are holding onto centralized exception of the Ministry of Agriculture. "
     The provincial law is associated with the province, the rate for the year 2013 included in accordance with Article 45 from the transfer of eight ministries powers to the provinces in accordance with the principle of decentralization such that the transfer of those powers before the 15th of August 2015 is that most of the eight ministries is not over so far from the completion of those procedures .
