that the most important economic choices phase experienced by the Iraqi economy is to increase non - oil financial resources through serious endeavor to develop and activate the productive sectors (agriculture and industry), and despite the fact that the general budget for 2017 did not adopt a specific policy for methods to ensure the protection of the local product .. However, the executive authority and the concerned authorities will still be able to take the special procedures of serious work that can translate the principle of the protection of the local product and make it a reality.
Before going into the details of this issue and to develop scientific and practical solutions to deal with it they must come up with specific answers to: What are the local products (agricultural and industrial) actually eligible for coverage of the various forms of protection?
What are the methods to ensure that is can protect these products? It is eligible to actually study this issue and decide on the various requests for protection?
In order to answer these questions and a lot of sounds and calls industrialists and farmers to protect their products from the invasion and unequal competition with imported products, and despite the fact that these voices and invitations do not trap them .. But we see that the protection concept known (total ban or a partial or increase tariffs on imported) goods which no domestic production of virtually
ever seen or substitute has the actual ability to total or partial coverage of the needs of the local market.
And that it actually requires identification of all materials and agricultural and industrial goods that do not suffer from the complete absence from the domestic market and is also suffering from a sharp decline or the scarcity of their production capabilities and Marodha commodity .. so it 's not unreasonable to take decisions to protect Products scarce or non-existent or they already are is poor and does not meet the required specifications.
It is necessary to identify the actual capacity of these products and the production cost and the final price it and compare it with similar imported products.
That this topic requires the development of plans and programs avenue for the advancement of agriculture and industry through the activation and development of industrial plants and agricultural projects, especially those facilities and projects that already exist but are parked for production ( in whole or in part) and to address the reasons for this lag or downtime.
It is certain that the realization of the principle of protection requires exceeded reasons for the imbalance in the coordination between production policy and the policy of import and thus that the competent state institutions in the field of agriculture and industry on the one hand and the institutions responsible for the import process , on the other hand , work in the spirit of one team .. Since the absence or weakness of such coordination will inevitably lead to confusion and randomness in import as well as harm the interests of producers in the agricultural and industrial sectors .. and that it is most important to achieve effective coordination between the productive sectors of the process is the need to re - work the appropriate protection devices and expand its work to include the agricultural sector after it was limited to the national industry and so the introduction of a permanent full - time and a competent committee in the field of local product to protect are manufactured by the Ministry of planning and comprising representatives from the concerned authorities in the Ministry of Agriculture and the Ministry of Industry and trade Ministry and the General customs of the Central Bank and the Federation of Industry and businessmen etc ... and be the task of this committee to decide on the validity and the ability of various local products agriculture and industry of the quantity, quality and price in the light of statistical, technical and field studies carried out by a qualified technician and an administrative device to be a follower of this committee also coordinates the work among stakeholders and facilitate the work of the Committee.
