    Karim explained that "the Council voted on a resolution to form a committee of the board and management of the refinery and the conservative government to negotiate and contract with companies wishing to invest," noting that "the opinion of the Provincial Council conditional contract".

    For his part, Chairman of the Committee on Energy Munir Hussain said in an interview with (long-Presse) "The companies that we met in the Czech Republic, expressed their willingness to develop a refinery in Baiji, an oil and reconstruction, and we made a report to the Provincial Council whereby Iraq will accept the financing of the project during the implementation phase and assume the government also preparing for the rehabilitation and technical disclosure before starting work expenses. "
    In turn, the governor Ahmed Abdullah, in an interview with a number of media, including the (long-Presse) that "Salah al-Din, feel discriminated against and we are exposed to a plot to disable all aspects of economic activities in the province."
    Abdullah pointed to "the need to move and to negotiate with the oil companies, as it did the province of Nineveh, and take advantage of our resources to reduce unemployment and restore oil refinery employees' salaries", criticizing the "bureaucracy in Baghdad and the monopoly of political decisions."
