    legal expert Tareq Harb, Article 73 / I of the Constitution granted the
    Prime Minister the power to pardon perpetrators of crimes except the

    terrorism and financial and administrative corruption and crimes

    humanity, war crimes and genocide With the exception of terrorist crimes
    and excluding crimes financial and administrative corruption any crimes

    This includes crimes
