    Parliamentarians refer reasons for the failure in passing important laws lies in the intersections of indifference and absence of political consensus, describing Parliament’s inability to pass laws and the possibility of them carrying over to the next parliamentary session; this would be a "dangerous phenomenon" that could have negative effects on the political process and democracy in the country.

    The importance of passing laws individually and away from the will of any party has pressured Nujaifi to take quick and decisive action for the inclusion of important legislation on upcoming agendas for future meetings for the remainder of this soon-to-end legislature.

    MP for the coalition of state law, Ihsan al-Awadi said in an interview for 'Center Brief for the Iraqi Media Network,' that many of the laws that promised controversial and number more than 20 laws currently subject to action by the Presidency in its meetings with the heads of blocs in order to reach a consensus to pass a part of them, likely to postpone most of those laws and carried over to the next parliamentary session, because of the dominance of the heads of the blocks on the decisions, as well as the obstacles caused by political differences. Awadi attributes reasons for not passing such laws during the period of the last legislative term of Parliament to what he calls a lack of mutual trust between the blocs, as well as the non-insistence of Nujaifi to hold serious talks between leaders of political blocs. MP from the Sadrist bloc, Riad al-Zaidi said in an interview for" Center Brief for the Iraqi Media Network, "He believes there is no possibility of reaching a consensus to pass laws or make important decisions during the remainder of this House of Representatives’ term, adding these last five months will be procedural and will reflect a failed parliament politically as a result of important legislation being postponed to the next session. Zaidi believes there is a need to discuss a number of laws that are now circulating in the corridors, although the approval is subject political consensus, and expressed his parties rejection of attempting to pass laws in one basket, stating that solution would be a blatant disregard to democracy We have to discuss every law and vote on them individually taking into account the public interest. " Zaidi said his bloc will stand stand against laws passing in one basket controlled by the will of the heads of parties and blocs, as each Deputy must give their opinion and consider the laws individually that have matured separately from partisan interests,” but the biggest problem is when Parliament Presidents, override the will of the citizens and the people
