    The United Nations has warned that one third of Yemen's 22 provinces are on the verge of starvation, while 60 percent of the war-ravaged country is starving. Yemen is witnessing a major deterioration in its food security as the two-year-old war escalates.
    Despite international efforts to provide humanitarian assistance to those affected in Yemen, Houthi terrorism has limited access to this aid, under the influence of the militia on the main access points for civilians affected.
    "We are very much afraid that Yemen is in a state of famine," spokeswoman Bettina Louscher told reporters in Geneva.
    "Seven of the 22 provinces are in the fourth grade, which is slightly below the famine declaration," she said.
    She also noted that the program provides food to about seven million people a month in Yemen, less than half of the 17 million people suffering from hunger.
    Even those who are lucky to get help do not receive all the food they need because they can not provide full rations.
    "Lack of funding, ongoing conflict and restrictions on the movement of humanitarian workers are major obstacles to food and other assistance to the population," she said.
    Luchar said the conflict has tragically eroded food supplies and nearly 60 percent of the country's population is struggling to provide enough food, up 20 percent from last year.
    "We are very concerned that the fighting continues and it is often impossible to operate the ports while the bridges are being bombed and the trucks can not go to the areas," she said.
    On the other hand, the spokesman of the World Health Organization, Christian Lindmaier said that the state of famine declares when 20% of the population "a severe shortage of food with limited capacity to face it."
    The declaration of famine calls for a 30 percent increase in acute malnutrition rates for children under the age of five and more than two deaths per 10,000 people or four deaths per 10,000 children a day, he said.
    Yemen is among four countries currently threatened by famine, along with Somalia, southern Sudan and Nigeria, where more than 20 million people are at risk of starvation, according to the United Nations.
    Earlier this month, UN humanitarian chief Stephen O'Brien said the situation in Yemen was "the world's biggest humanitarian crisis".
