The absence of a law to protect them from Alanthakat..alatefal in Iraq at risk of torture

     Baghdad / term

Through the Iraqi Observatory for Human Rights, on Sunday, expressed fears of an outbreak of the phenomenon of "torture of children" in the absence of laws to deter violators, and while the House of Representatives called for the need to expedite the agreement to establish a legal domestic violence and children 's rights, the executive bodies called on the government not to allow the perpetrators to escape of punishment.
According to a statement issued by the observatory and received the "long" version of it, he was "documented on 4 May 2017, the death of (Hussein Mazen) , who is 17 years old after being arrested by local police in the province of Karbala , and he had been tortured by one of its members, Karbala police justified the arrest process that the child was "loitering" in the middle of the night. "
The statement quoted Hussein as saying the child 's uncle: "Hussein was arrested with three of his friends by a subsidiary of the Directorate of anti - Indian hand to spend Touirij not to get them the ID card police forces."
"In the Indian police station building offering the son of my brother (Hussein Mazen) tortured where the lieutenant beat him up and lost consciousness , and they evacuated him to the hospital, but he died before he arrived."
He said the deceased child 's uncle as saying : "When we got to the hospital we saw the effect of the presence of a blow on the head, and the effects of an autopsy, although we know not what he suffered Hussein."
Indian Hospital Management said in a press statement that " the child (Mazen Hussein Nasser) were brought by the Office of the crimes in the province of Karbala to the Indian emergency hospital on the evening of last Wednesday
    dead."
The observatory called the Ministry of the Interior to declare the results of the investigation into the incident and not to delay the case and allow negligent impunity.
And documented the Iraqi Observatory for Human Rights, in April 2017, of a number of cases of domestic violence against children by their parents for unknown reasons, in both Basra and Baghdad, Najaf, Kirkuk and Diwaniyah.
Activists said from the province of Basra , " I was a child tortured and beaten by her father, where he was the father and the child , aged 9 months, the deal crystal substance abuse begins after the torture of his son." He added , "This is not the first time that the girl subjected to torture at the hands of her father, but it was the last time, where he did not bear the child being tortured Vvarguet life." According to the statement
and deliberated social media video shows in which the girl was subjected to at the hands of her father.
On April 17, 2017, the father of the two children (boys and Ali) with his brother, Ptaliqhma the ceiling fan and beat them.
Spread a video on social media, in which a father and his brother in Baghdad appears, and abusing children by beating them severely and hung with a rope tied to the ceiling of the room, arguing that torture "to prevent them from acting inappropriately." In Kirkuk province pictures show that the child (Ali) , who is a 10 - year - old tortured and brutally beaten by his father and elder brother, as punishment for his "delay in the return to the house."
In the province of Diwaniyah, the monitoring network Frsdt in the Iraqi Observatory for Human Rights presented the girl (Danya) and three - year - old tortured and burned by her grandmother , which was used for the purpose of begging.
Fears are growing from the widening of the phenomenon of scolding children in the presence of a legal provision in the Penal Iraq Law No. 111 of 1969, which allows a battered wife and children, where the article stipulates 41 thereof " is not a crime if the act is commonly used right decision under the law and is widely used for the right (1) to discipline the husband to his wife the discipline of parents and teachers , and the like minor children within the limits of what is legally or decision of law or custom, "and in conjunction with that of the Iraqi parliament delayed the enactment of the domestic violence.
And calls on the Iraqi Observatory for Human Rights , the Iraqi Council of Representatives and the political blocs need to speed up the agreement to establish a legal domestic violence and children 's rights, both being Christdan of violations against Iraqi children.
Iraqi Observatory for Human Rights said that "the executive organs of the Iraqi government not to allow the perpetrators of abuses against children with impunity, and carry out their duty to protect children."
