    The Federal Supreme Court issued on Monday, an explanation for the mechanisms to amend the Constitution, indicating that it came after a request regarding the extrapolation of articles (126) and (142) of the Constitution.

    The court said it 'received a request regarding the extrapolation of articles (126) and (142) which speak of the amendment mechanisms of the Constitution, and issued a decree prohibited on them and in agreement', indicating that the 'court after scrutiny and deliberation found that Article 142 of the Constitution began circumstances requiring insurance the interests of the main components of the people in the Iraqi society and by amending the provisions of the Constitution in accordance with the procedures and steps set where '.

    It added that 'these procedures differ in some joints on the procedures set forth in Article 126 of the Constitution , taking into account the considerations began Article 142 in order to achieve', noting that ' the fifth paragraph of Article 142 of the Constitution provides for an exception contained in this article from the provisions of Article 126 concerning the amendment of the Constitution until the completion of the decision on the amendments provided for in Article 142 '.

    The court followed the 'exception reported by the fifth paragraph of Article 142 is a condition that has not been achieved can not apply the provisions of Article 126 of the Constitution and that the constitutional provision needs to be taken into account condition', adding that ' the decision finds that the application of Article 126 of the the Constitution when submitting a proposal to amend the article or more of the articles of the Constitution is not only after deciding on the amendments recommended by the Committee set out in paragraph (i) of Article 142 of the Constitution in accordance with the procedures set in this article '.
