    Iranian Foreign Minister Mohammad Javad Zarif called on Europe on Monday to use its influence to encourage dialogue in the Gulf region after Saudi Arabia, the United Arab Emirates, Egypt and Bahrain cut ties with Qatar earlier this month.
    Zarif said in a speech in the German capital of Berlin that he called for a new regional security mechanism for the Gulf states that to hold Iran or Qatar responsible for "terrorism" is an attempt by these countries to avoid taking responsibility for not meeting the demands of their peoples.
    "In the past, it was Iran, and now it is Qatar ... This is an attempt to evade responsibility and avoid accountability for this failure ... for the regimes of countries to meet and respond to the demands of their people."
    Iranian President Hassan Rowhani expressed support for Qatar in its standoff with Saudi Arabia and its allies, who accuse Qatar of backing Islamist militants, allegations denied by Doha.
