    The US Permanent Delegate to the United Nations , Nikki Haley , through their participation in this emergency session, held at the invitation of Washington in response to the launch of Pyongyang 's ballistic missile intercontinental ballistic, said: "North Korea 's destabilizing actions, represent a threat to all nations in the region and outside, and hamper all the possibilities to reach a diplomatic solution. "
