    Secretary-General of the Organization of Petroleum Exporting Mohammed Barkindo told reporters today announced that Libya and Nigeria will not Charaka at the ministerial meeting of the Monitoring Committee Vienna Agreement, which will be held July 24 in St. Petersburg.
