Iraqi Frozen Funds in Swiss Bank & its Importance: Economic Expert March 10, 2017 A famous economic expert Antoine issued a statement regarding the presence of Iraqi funds in the hands of families linked to the regime of former Iraqi President Saddam Hussein. Those funds were deposited in various countries and those secret funds have been discovered by finding their finger prints or eye recognition. He also pointed out on the importance for releasing frozen funds in various Swiss banks. Antoine further added that those figures and symbols are pointing to the former regime task. Those elements had deposited a large amount of cash in different Swiss banks and in a number of banks in various other countries. They are collecting or depositing funds using fingerprint or using other biometric system such as eye or voice recognition. He also explained that most of those elements have been died or killed in war. It might be possible that they have been killed due to their relationship with Saddam Hussein regime. Antoine further added that there are a huge amount of Iraqi funds in various Swiss banks and those frozen assets should be released & returned to Iraq. He stressed the importance of those frozen funds and said that those funds are essential to contribute in the Iraqi economy. The amount can be used to pay off debt or to continue projects in the country. The Iraqi Foreign Minister Ibrahim Al-Jaafari met with his Swiss counterpart Didier Burkhaltr on last Tuesday. The Iraqi Foreign Minister stressed the need to launch Iraqi frozen funds in the Swiss banks estimated at 1 billion U.S dollars.

DAMASCUS, Syria, Oct. 14 (UPI) -- The former Iraqi government's frozen funds in Syrian banks do not exceed $300 million, Syrian bank officials said Thursday.
The Syrian News Agency, SANA, quoted the director of Syria's Commercial Bank Dureid Dirgham as saying frozen Iraqi funds deposited in his bank are estimated at $216 million, which are wholly owned by the former Iraqi government.
"No former Iraqi officials have private accounts in this bank," he said.

The remaining funds are believed to be deposited in other Syrian official banks.
The United States requested Syria return an estimated $3 billion in frozen Iraqi funds, a figure Damascus has repeatedly denied.
Dirgham said the issue of Iraq's frozen funds were discussed by Syrian officials and delegates from the U.S. Treasury who visited Damascus earlier this year.
"Returning the funds is a natural right of the Iraqi side, but there are contracts which were sealed with Iraq before the war that need to be settled before," he added.

    US confiscates frozen Iraq funds

    21Mar03

THE United States has used special war powers today to confiscate about $US1.74 billion ($2.95 billion) in frozen Iraqi funds held in US banks.

It promised to use most of the money for a fund dedicated to rebuilding and providing humanitarian aid to the Iraqi people.

The US Treasury Department asked foreign banks to divert about another $US600 million in frozen Iraqi funds to the use of the Iraqi people.
It also launched a worldwide hunt for "blood money" stashed away by Iraqi President Saddam Hussein and his associates, estimating there were up to $US6 billion in illicit gains.
"Today we launched a financial offensive against the regime of Saddam Hussein," Treasury Secretary John Snow told a news conference.
President George W Bush, using sweeping powers granted by the USA Patriot Act, ordered the Treasury to grab the blocked Iraqi money from 18 US banks and put it in a US government account for use in Iraq.
A total of $US1.74 billion - excluding money held by diplomats - in blocked funds was lying in the US banks, a senior Treasury Department official said.
But some of the money was subject to court claims, the official said.
Bank accounts holding about $US302 million had been attached by the courts for US victims of the Iraqi regime who are claiming about $US55 million in damages.
Bush aimed to honour adjudicated claims, he said.
Besides the funds held in the United States, 11 other countries had reported blocking about $US600 million of Iraqi funds under UN sanctions, the official said.
The biggest amounts had been blocked by Britain with $US400 million, the Bahamas with $US85 million, the Cayman Islands with more than $US20 million and Japan with more than $US14 million.
Other countries blocking money were Senegal, Canada, Saudi Arabia, Lebanon, the Netherlands, Egypt, Germany and Bahrain, he said. Other countries may also have blocked money.
"The world must find, freeze, and return Iraqi money for the Iraqi people and their future," Snow said.
Foreign banks had a duty to follow international rules to block frozen Iraqi funds, he said.
"We reserve the right to take countermeasures and sanctions against any institution that does not comply with these international obligations, including cutting access to the US financial system," Snow said.
Officials said they would only "judiciously" use the power, granted to Bush under the USA Patriot Act in the month after the September 11 terrorist attacks.
US government officials estimated that the Iraqi regime had earned more than $US6 billion of illicit gains since 1996 through practices such as selling smuggled oil.

There was no suggestion that the entire amount might be traceable, a Treasury official said. Much of it might have been used for illicit purposes including the building of an illegal weapons program, he said.

Britain Reviews Iraqi Request to Free Millions in Frozen Funds

The British Government says it is weighing a request by Iraq to release some of the $760 million in assets frozen in 1990 so that Baghdad can pay for a legal defense against billions of dollars of claims stemming from the Persian Gulf war.
Iraq plans to use the money to hire a London law firm to combat the approximately $200 billion in claims filed by individuals, corporations and governments for losses incurred in the war.
A spokesman for the British Foreign Office, Carne Ross, said ''the case is under review and no money has yet been released.'' Mr. Ross said Iraq did not specify how much of the money Britain froze in 1990 would be used to pay legal costs.
In Washington, a State Department official said the Clinton Administration had urged Britain to refuse the request, which was made earlier this year. The United States, the official said, believes the Iraqi Government has more than enough money in hand to hire lawyers.

''We've raised our concerns with the British and we hope they do the right thing,'' the official said.
Mr. Ross said the request was lodged earlier this year, but refused to say when. Iraq did not ask for a specific amount of money to be unfrozen, butlegal observers said lawyers defending such complex cases typically charged millions of dollars.
If Britain agrees to end the freeze, it would be the first exception by London since the moneywas frozen seven years ago, Mr. Ross said.
A United Nations commission in Geneva has been arbitrating the claims and Iraq's Ambassador to Geneva, Barzan al-Tikriti, said in a letter to The New York Times that the ''harsh economic situation'' meant Iraq ''lacks the financial resources needed to pay for lawyers.''

After the gulf war, the Iraqis agreed to pay claims approved by the United Nations Compensation Commission. A huge number of those were individual claims. As a result of the 1996 oil-for-food deal, the commission has been receiving $100 million a month to pay the hundreds of thousands of claims.
With the individual claims largely decided, the Geneva-based commission is turning its attention to the most costly claims. The Kuwait Government, for example, is hoping to recover the largest single amount, $130 billion. Corporations from around the world have entered claims for billions of dollars.
In July 1996, the Iraqi Government hired a prominent Geneva law firm, Lalive and Partners, to argue that it should share in some of the oil sale revenues to spend for legal advice.
The commission's governing body, whose membership mirrors that of the United Nations Security Council, rebuffed Iraq's bid for money, telling the country to make its case at the United Nations.
Instead, the Iraqis sought to unfreeze assets in Britain, hiring Teacher, Stern and Selby, a law firm specializing in education, medical and insurance law. Its senior partner, Jacob I. Rabinowicz, declined comment when reached by telephone in London.
In his Oct. 17 letter, Mr. Tikriti said ''there is nothing in the Security Council resolutions which prevents states from releasing Iraqi assets frozen'' in various countries to finance its legal representation.
An American official said that Britain was close to releasing the funds, and that the issue was being handled delicately because Britain and the United States are ''good friends and allies.'' British officials, insisting on anonymity, expressed sympathetic views toward the Iraqi situation.[/size]
