The main food trade in Iraq, especially the white flour, is dominated by an important source. The annual import cost is $ 1.3 billion, while the cost of manufacturing it does not exceed a quarter of this amount, according to the head of the former parliamentary committee for economy and investment Jawad al-Bolani. .
According to the information available to the parliamentary committee, Turkey "erected two mills in the city of Mersin producing 1,000 tons per day, and imports Russian wheat after the season at $ 100 per ton, and manufactured and exported to Iraq at $ 600 per ton.
Al-Bolani pointed out that «the mechanisms of the Ministry of Commerce, which requires forcing private mills to limit their production in the ministry only, raises the value of flour to $ 27 for a bag weighing 50 kg», not to mention «the existence of corruption evident in the process of marketing wheat crop, which caused the waste of public money». Wheat is in the ministry as a "first class", while its quality is "very poor", as well as "a significant difference in price between the two varieties up to $ 400 per tonne."
He explained that «the total need for the Iraqi market of white flour first degree, up to 2.5 million tons per year, the cost of $ 1.25 billion».
He asked «why not use this amount in the production of flour internally zero in cooperation with the private sector, especially that the countries producing the wheat ranked first class sells its crop after the season at $ 100 per ton, to be imported by Turkish mills and sells its product to Iraq at $ 600 per ton, with it". He stressed that «Iraq's annual needs of flour is up to 6 million tons», while «the rate of domestic production of wheat is 3 million tons per year».
"The committee is working on issuing a resolution that allows the private sector to develop silos for grain storage and production of white flour, instead of keeping the import from Turkey three times the real price," al-Bolani said.
In response to the comments, Trade Minister Salman Jumaili said that "the ministry is facing problems related to grain and mills. Most of the warehouses are located in the northern regions. It is difficult to establish silos in a fast form in the central and southern regions." He pointed out that «existing does not suffice for half of Iraq's production, and the contracting process to secure grain bound conditions must be adhered to, which confuses our work».
He explained in a statement to «life» on the sidelines of his meeting with the Parliamentary Economics Committee, «the scarcity of annual allocations force us to adhere to the limits of international prices», knowing that the ministry «has not yet received their annual allocations, and all our work this year is back from round of previous years, We need to standardize the purchase. "
As for the grain trade, "the problem is greater, as Iraq needs annually to one million and 100 thousand tons, while our local production does not exceed 40 thousand tons," considering that «allowing the private mills to import white wheat and the production of white flour, requires a decision of the Council of Ministers and the Council MPs ». He said: "Even if we import as a ministry, and provided the mills with wheat will get a leak to the product."
Al-Jumaili pointed to the existence of a "failure to contract because of the reluctance of companies honest from the contract, as these companies are not looking for a consumer because the global production is limited, so you want the consumer to go to it." He stressed «seeking to resolve this problem, and decided to go to these companies». He pointed out that «the plan of the Ministry of Agriculture this season is to grow enough space to produce 6 million tons of wheat, while the funds allocated for the receipt of wheat on 2.3 million tons».
On the return of Nineveh mills to work, Al-Jumaili announced: «Mills under the radiological examination because they were bombed, and we will provide the owners of the mills with books to review the environment on the examination», explaining that «the ministry visited mills, and will adopt the provincial council this issue».
The General Grain Processing Company of the Ministry of Commerce operates 256 mills, including 15 government mills, three of which were destroyed.
The total amount of food the government is required to provide annually through the Ministry of Commerce is more than 7 million tons per year, distributed between 4.4 million tons of flour, 1.2 million tons of rice, 900 thousand tons of sugar, 420 thousand tons of oil and half a million Tons of milk, and requires the purchase of 5 trillion dinars annually, while the actual allocation is less than two trillion dinars.
