    Launched by the Ministry of Planning yesterday, the National Development Plan for the years (2013 2017) after approval by the Council of Ministers, including several axes, where investments in the plan focused on the industrial sector by 38 percent.

    The Deputy Prime Minister for Energy Affairs, Hussein al-Shahristani, in his speech during the ceremony held by the ministry on Monday on the occasion of the launch of the plan and attended the (morning), that catching government headed towards the plans of Timers long, especially after the successes achieved by the licensing rounds by attracting major oil companies and the development of fields.


    Adding that the plan focused on industry and energy, which is the pillar of the foundation where the share of the distribution of investments by 38 percent either the buildings sector was accounted for 28 percent, while the share of agriculture 13 percent, and education ten percent, the same percentage of transport and communications. Shahristani noted that the previous plan had been successful in the extractive industries, however, it did not succeed in resolving the power crisis, in addition to the industry's non-oil which he said was still at a standstill.


    His part, said the agent's Technical Department of Planning and Development Cooperation, Sami when Paul his word during the ceremony that the plan National Development (2013 2017) is an extension of the five-year plan earlier (2010 2014), saying it aims to rewrite the roles of development between the private and public sectors in order to stimulate the private sector to be a key partner and active role in the economic development process as well as enhanced support decentralized to the regions and provinces in the development process and give it a key role.

    He added that the new plan is also aimed at the development of the labor force and the creation of a legislative environment and appropriate investment is working to generate opportunities for decent, especially for women and young people as well as to achieve a balance acceptable between operating expenses and investment in the budgets of the Federal, pointing out that the beginning of the investment plan in the federal budget did not exceed two percent year 2004, as now reached 40 percent, with the development of non-oil economic activities, with an annual growth rate of 7.5 percent as well as maintaining the rate of inflation.



    Paulos said the plan also seeks to alleviate poverty rates down to 16 percent, while continuing to reduce urban disparities between provinces and between urban and rural areas on the other, indicating that the plan is expected to reach total revenue to 812 trillion dinars, of which 768 trillion dinars derived from oil, and the remainder represents non-oil revenues.



    Meanwhile, a representative of the UN Development Program in Iraq , Adel Kamel said the program committed to the support of government activities, particularly with regard to equality, justice, transparency, and provide technical support, noting that the plan represents a document approved at the United Nations within the framework of joint work with Iraq, noting that the UNDP in Iraq seeks to support government projects on all levels.
