    The House of Representatives in its seventeenth ordinary session held under the chairmanship of Dr. Salim Jubouri, the President of the Council and in the presence of 168 deputies on Tuesday, 12/9/2017, the first and second reading of three draft laws and voted on a parliamentary resolution on the referendum of the Kurdistan region.

    At the beginning of the meeting, Mr. Jabouri presented the most warm congratulations to the Iraqi people on the occasion of Eid al-Adha and Eid al-Ghadeer and the liberation of Tal Afar district. He expressed his hope that the areas of Sharqat, western Anbar and Hawija will be liberated. .

    The Speaker stressed the importance of speeding the House of Representatives to achieve the most important legislation to serve the Iraqi people, pointing out that the Council will have the ability to complete the tasks entrusted to him by the people, noting the keenness of the House of Representatives on the unity of Iraq and rejected any project to divide it and defend its land and sovereignty, The crimes in Iraq and the crimes against the Rohingya Muslims, which requires the intervention of the international community to reject these acts.

    MP al-Bayati called on the Organization of Islamic Cooperation to hold an Islamic summit to take a stronger stance and call on the heads of the Islamic parliaments to put pressure on the Burmese parliament as well as the Nobel Peace Committee secretaries to remove Myanmar's Prime Minister from the Nobel Prize until the massacres are stopped and humanitarian aid is provided to the Rohingya Muslims.     The text of the resolution follows that (the House of Representatives of the federal authorities required by Article (109) of the Iraqi Constitution to preserve the unity of Iraq and its integrity and independence and sovereignty and bind its members Article (50) of the Constitution to ensure the safety of its territory and sovereignty and the fact that the Iraqi constitution has limited the cases (4 / V, 119 II 126, II, III, and IV 140, 131, 142, 144). None of them included a referendum for secession and void the Constitution of a text regulating the state of separation. It opposes the unity of the federal state, 1) of the Constitution as well as that some areas are located outside Kulaim Kurdistan referendum scheduled to take place in contravention of 09.25.2017 Article 143 of the Constitution.

    Whereas, Iraq has achieved victory over a preacher and any action that would destabilize the security and social is rejected by the Iraqi parliament and according to the provisions of articles (1, 59, II, 109, 143) the Council decided the following:

    Rejection of the referendum to be held within the borders of the Kurdistan region and beyond the borders of the province and in all the disputed territories, including Kirkuk and oblige the competent authorities to take the necessary to cancel it.
    The Iraqi government has the responsibility to maintain the unity of Iraq and to take all measures and decisions that guarantee the preservation of Iraq's unity.
    To oblige the federal government and the territorial government to begin serious dialogue to address outstanding issues under the constitution and the laws in force.
    Positive reasons

    In view of the fact that the referendum planned to be held in the Kurdistan region is a threat to the unity of Iraq guaranteed by the Iraqi Constitution in Article 1 of it as well as its threat to regional security and civil peace. This procedure lacks constitutional authority and is contrary to the Iraqi constitution in force in Articles (1, 140, 143) the decision).

    The Presidency decided to postpone the completion of the vote on the draft amendment to the Third Law of Governorates not organized in the region No. (21) for the year 2008 submitted by the legal committees and regions and governorates not organized in the province.

    The Council postponed the vote on the proposed law to commemorate the sacrifices of the martyrs of the war against gangs and called on the terrorists to accelerate the completion of their transactions and the care of their wounds and submitted by the Committee of Martyrs, Victims and Political Prisoners.

    The Council also voted on the draft irrigation law submitted by the Committee on Agriculture, Water and Marshlands.

    The Council concluded the first reading of the proposed electronic ration card bill submitted by the committees of finance and services, reconstruction, economy and investment in order to protect the share of the Iraqi person due to manipulation and ensure delivery by the best electronic means.

    The Council completed the reading of a report and discussion of the draft law of the Iraqi National Oil Company submitted by the Committee on oil, energy and natural resources.

    In the interventions of Ladies and Gentlemen, MP Ammar Tohme called for the importance of setting specific controls regarding the appointment of the company's official.

    The deputy Hassan Khalati pointed to the importance of the oil sector in the development and organization of the country's economy, which requires amendments to the draft law contribute to the success of the purpose of the establishment of the company.

    MP Abbas al-Bayati called for the separation of the oil company from gas through the establishment of a company specialized in the production and export of gas and that the producing provinces have representatives in the company.

    He stressed the importance of the adoption of new systems in the management of projects and planning.

    MP Arshad Salehi proposed the appointment of provincial deputies as observers in the export operations to know the energies exported from oil, in addition to reviewing the oil marketing process.

    In turn, the Committee concerned to take into account the comments on the draft law indicating that the purpose of the law is focused on the organization of national investment and marketing of oil, pointing out that the law gives the oil company autonomy administrative and moral personality to increase the efficiency of production.

    The Council completed the reading of the report and discussion of the proposed amendment to the first law of the Ministry of Electricity No. (53) for the year 2017 and submitted by the Committee on oil, energy and natural resources.

    In the interventions of the ladies and gentlemen MPs, MP Riad Gharib called for a vote on the proposal to increase the efficiency of the two administrations.

    Deputy Iskandar and Tutt expressed his full support for the amendment and vote on the law.

    And called MP Hamdiya Husseini to re-work in the two companies and vote on the law to develop the reality of electricity.

She pointed out that the committee is working according to the provisions of the Constitution and the UNDP through holding a technical workshop to complete the draft plan over five years, Its timing and resources, and building a clear and comprehensive vision and policy on family and childhood.

    The committee pointed out the importance of developing a sustainable national strategy for empowering women and protecting the family and children through cooperation and coordination with the government, international organizations and partners, developing a plan for legislative reform and setting up a national mechanism on the status of women and establishing a parliamentary research portal that includes the base of national legislation and cooperation with research sources related to the work of the committee. The Committee will prepare guidance notes for the committees regarding the fulfillment of the state's obligations and work on periodic evaluation of the role of social welfare and activating the use of social networking sites and work to form a parliamentary working group to follow up Family and childhood legislation.

    The plan of the Women, Family and Childhood Committee explained the importance of setting up a mechanism to follow up the government instructions on the implementation of laws and decisions and follow a methodology to measure the impact of the legislation on laws related to women, family and childhood and cooperation with civil society organizations and media to evaluate the application of laws. And work to establish an electronic observatory to follow up the situation of women and childhood in addition to holding an annual conference on the status of women and the challenges of this sector.

    The Commission's report pointed out that the committees are offering their resources for the purpose of providing them by the Secretariat of the Council of Representatives. The Women's Committee is initiating some specialized activities in cooperation with some bodies.

    President Jubouri praised the report of the Committee on Women, Family and Childhood.

    It was then decided to adjourn the meeting until next Thursday, 14/9/2017.
