    [rtl]North Korea's Foreign Minister Ray Young said on Friday he believed his country might consider testing a hydrogen bomb in the Pacific Ocean on an unprecedented scale .[/rtl]

    [rtl]South Korea's Yonhap news agency reported that Ry Yong had made statements to reporters in New York on Tuesday in response to a question about what North Korean leader Kim Jong-un meant when he said he would consider "the highest level of countermeasures in history" against the United States .[/rtl]
     
    [rtl]Yonhap quoted Ree as saying North Korea might consider testing a hydrogen bomb but the minister did not know exactly what Kim thought .[/rtl]
     
    [rtl]North Korea announced on September 3 that it successfully tested a nuclear weapon that could be loaded on a long-range missile .[/rtl]
     
    [rtl]International experts say North Korea has made progress in its nuclear program, without asserting that it has been able to develop a small nuclear weapon that can be carried on a ballistic missile .[/rtl]
