    A semi-annual confidential report by the Panel of Experts of the Security Council's sanctions committee on Somalia and Eritrea, which includes an arms embargo on both countries, revealed the UAE's violation of the sanctions resolution by several means.
    The report, published in the Qatari daily Al-Arab, included full paragraphs on violations by the UAE of international resolutions. In its report on Eritrea, the ICRC concluded that without changing the current conditions of the arms embargo imposed on the country, Which involve the transfer of equipment, personnel and training, constitutes a violation of international resolutions.
    The report showed the UAE military moves in Eritrea, where satellites revealed that the UAE continued construction of its base in the Eritrean region of Asab, and that the processing of the docking area in the port was almost complete, while the construction of facilities on land, especially at the air base.
    The pictures confirmed the continued presence of tanks and artillery in the area between the airport and port facilities, including the Leclerc combat tanks, in addition to the presence of helicopters and fighter aircraft, especially the Mirage 2000.
    The vessels that carry the flag of the UAE have stopped sending signals to the IS system since mid-October 2016. This is likely due to measures adopted by the UAE following the attack on one of its ships near the Bab al-Mandab Strait that month.
    Satellite images also showed a significant increase in the activity of the port of Assab, such as the increasing number of naval vessels, including landing and rapid attack ships, and patrol boats, since late 2016. 25
