The US-led coalition, which is battling a militant organization, said it would not accept a negotiated withdrawal of hundreds of fighters from the terrorist organization in the Syrian city of Raqqa, once the alleged capital of the organization.
Coalition spokesman Col. Ryan Dillon said coalition allies were considering ways to evacuate an estimated 4,000 civilians still trapped in the city.
The coalition said the militants of the organization are holding some civilians as human shields and prevent them from fleeing as the battle enters its final stages on the last remaining slice of tenderness in the hands of militants.
Dillon said that the Civil Council of the city of Raqqa, a local administration of Arab and Kurdish officials, is leading the negotiations to ensure the safe evacuation of civilians as the fighting for the sake of tenderness enters its final stages.
However, it was not clear who was negotiating with the Council within tenderness. A Kurdish-led force, the Syrian Democratic Forces, is spearheading US-backed battles.
But Dillon said discussions on the fate of the remaining militants in the city focused on "unconditional surrender".
He pointed out that the negotiated withdrawal "is something we as a coalition will never be part of it or agree to it." Between 300 and 400 militants are believed to be trapped about four kilometers from Raqqa, including the city stadium and one of its hospitals.
The United Nations estimates that 8,000 people are trapped in Raqqa and called on all parties to the conflict to take all measures to protect civilians. The United Nations said September was the worst month in 2017 for civilians in Syria.
