Parliament distributes UNHCR candidates in 4 lists in preparation for a vote

     Baghdad / Mohammed Sabah

The House of Representatives distributed the names of 36 candidates to the Council of the Electoral Commission on four lists, and each list of nine candidates will be presented all these lists to vote at the next meeting. However, speculation suggests that the House of Representatives will not be able to vote on the candidates of the Electoral Commission. Deputies expect the House of Representatives to resort to alternative options in case of failure in Saturday's session. Among these options is a return to the proposal to delegate judges to run the electoral process or the extension of the current electoral commission.
The MP from the Union of Forces, Mohamed Abed Rabbo, said in a statement to (range) yesterday, that "the Presidency of the House of Representatives and the heads of parliamentary blocs and the Committee of Experts agreed at their last meeting to resolve the issue of the Electoral Commission in Saturday's meeting," but stressed that the meetings still exist between all the blocks To pass the
    nominated names .
The Presidency of the House of Representatives and the heads and representatives of the parliamentary blocs approved, in a joint meeting with the Committee of Parliamentary Experts, resolve the fate of the Council of the Commission through the distribution of names 36 on four lists of each list 9 members, and vote by secret ballot and winning list is the majority of the votes of the Council.
MP Abed Rabbo added that "these four lists will be presented to the secret ballot and the achievement of the highest votes will be the winning list, which will form the new Electoral Commission," noting that "the division of 36 candidates on the four lists will be by the Committee of parliamentary experts and the heads and representatives of parliamentary blocs."
In August last year, members of the parliamentary committee of experts reached an agreement to select 36 candidates out of 116, including 3 minority candidates, to qualify for the next and final stage, which will be for the selection of only nine commissioners.
A member of the Union of Forces that "the agreement, which was approved between the Presidency of the House of Representatives and the heads of political blocs and the Committee of parliamentary experts provides for the distribution of 36 names taking into account the principle of balance, where the share of the Shiite component in each list four candidates, and two candidates for each of the Sunni and Kurdish component and one candidate for minorities "He said.
In July, the parties reached an agreement to distribute the members of the new electoral commission on the basis of quotas for all components. The National Alliance won 5 seats and two seats for both Sunni Arabs and Kurds went out of 9 seats.
But the withdrawing member of the parliamentary experts' committee expects that the House of Representatives will not be able to choose a new board of commissioners according to this method. "There are blocks of specific candidates who will fail to hold a seat in the new council while other blocs will succeed," he said.
And on the effects of the Kurdish boycott on resolving the file of the Commission, says al-Abderabh that "the President of the House of Representatives invited the Kurdish deputies to attend the meeting on Saturday in order to obtain a quorum enough to pass the Council of the Electoral Commission."
The Speaker of the House of Representatives Salim Jubouri, in a meeting Thursday, the Kurdish blocs to end the boycott of the meetings of the House of Representatives and return to resume their presence and exercise their role of oversight and legislative.
Over the past few days, the Presidency of the House of Representatives has sought to attract 22 Sunni deputies from the bloc of opposition to the results of the parliamentary experts committee and offered to give them a seat in the new council of the High Electoral Commission, in return for guaranteeing their vote for the new candidates.
In turn, confirms the current stream of wisdom revealed by MP Abderbo, saying that "the Committee of Parliamentary Experts will distribute the names of 36 candidates on four lists and put the House of Representatives to choose the best," asserting that "the choice is left to the members of the House of Representatives in the selection process."
The head of the group Habib terminal, in a statement to (range), "
"If the House of Representatives fails to pass this new scenario, we will resort to other options," he said, adding that "among the possible options is a return to the proposal to delegate the judges to run the electoral process or extension of the current Council of the Commission."
The MP from the bloc Hakim that "the trend of wisdom rejects the extension of this commission and refuses to postpone the elections."
He noted that "36 names of candidates are the result of the Committee of Experts representing all components."
