Abadi: All border crossings must be under state control
01/11/2017 12:00 am [rtl] Patrick Cockburn / The Independent Translation / Annis Saffar Iraqi Prime Minister Haidar al-Abadi was thrilled to see how the Iraqi security forces were working to expel "shouts" from their last strongholds in western Iraq. In an interview with the Independent in Baghdad, Abadi said: "We have made remarkable progress, and we are purifying the desert now, from them to the border with Syria." Indeed, today he crushed a "preacher" on Iraq three years after threatening to seize Baghdad . Abadi, who became prime minister in August 2014, is today praised and praised in Baghdad because he led the Iraqi state to record two great victories over the past four months. The first is to restore Mosul from a "call" in July after a nine-month siege; The city of Kirkuk within a few hours on October 16 without any resistance by the Kurdish Peshmerga. Abadi, 65, is the son of a nerve surgeon from Baghdad and has spent 20 years in exile in Britain before the fall of Saddam Hussein. He received his training in electrical engineering and received his doctorate from the University of Manchester before moving to work in various industrial fields. Abadi joined the Dawa Party at an early age, with two brothers killed by the Saddam regime, and a third was arrested. He returned to Iraq in 2003 and became a member of parliament, a prominent figure in the Dawa Party. Abbadi has the right to be the strongest prosecutor as the architect of the two biggest victories ever achieved by Iraq, so the reputation of Abadi has flared in Iraq and flew to far away. The prime minister is particularly pleased that the restoration of the vast majority of the disputed areas with the Kurds, stretching from Syria to the West and Iran to the east, has been accomplished in small numbers of casualties. "I have directed my orders to the Iraqi security forces that there should be no bloodshed," he said, adding that if fighting with the Peshmerga would break out, reconciliation between the Kurds and the government would become harder. In his quiet voice and conciliatory tone, Abadi says he is determined to end the semi-independence situation that the Kurdish autonomous region has enjoyed since the defeat of Saddam Hussein after his invasion of Kuwait in 1991. "All border crossings entering and leaving Iraq must be fully To the control of the federal state. " This will include the Kurdish oil pipeline to Turkey passing through Vishkabur, which the Kurds hoped to ensure economic independence one day, as well as the Ibrahim al-Khalil road between Iraq and Turkey in the north-west of the Kurdistan region. This corridor has been the lifeline between Kurdistan and the rest of the world for a quarter of a century, and will control the Iraqi authorities on the international part of all airports in the cities of Arbil and Sulaimaniya Kurdish. These administrative changes may not seem to have dramatic implications, but in practice they will end the semi-independence situation built by Iraq's response over the past 26 years. All these gains were put by Massoud Barzani, who stepped down on November 1, to the test of danger when he held his referendum on the independence of Kurdistan on September 25. Abadi stands today in a position of strength, because the two biggest neighbors of the Kurdistan region, Turkey and Iran, agree with him on the need to restore the federal state control of the border and Kurdish oil exports. "The Turks now acknowledge that they have erred in the past when they dealt directly with the KRG instead of the central government in Baghdad," Abbadi said. He stresses that he will not accept that the Iraqi government has symbolic "points" in the various border crossings. What should be the full control of borders and international aviation. Asked if this would include visas, he said, "This is a duty." The Peshmerga, however, wants them either to become part of the Iraqi government's security forces or to remain a small local force. But he is intrigued by the magnitude of the Peshmerga's strength, and he does not hide his skepticism about the Kurdish authorities' claim that 300,000 men are actually under arms. "Many Kurdish leaders have told me that there is only a small fighting force, and the rest are staying in their homes," he said. Abadi remembers back to the early days of his post as prime minister in 2014 after a "coup" in the city of Mosul that was not expected by anyone. He investigated the cause of the collapse of five Iraqi teams and found that the main reason for this was corruption, Soldiers in many units were paid without attendance. He now has doubts that the Peshmerga is working with similar corruption mechanisms, saying that this explains their failure to defend the borders of Kurdistan by "urging" in 2014 and asking for help from the United States and Iran. The peshmerga may be the subject of debate and controversy, but Abadi stubbornly insists, "I am willing to pay the salaries of the Peshmerga, who are under the control of the federal state. If they want to have a small local power of their own (and should not be big) they will have to pay for it. " He goes on to say that the Kurdistan Regional Government should not turn into a "well without a decision" of federal spending, as he put it. Abadi also expects that the Kurdish government's spending will be subject to audit scrutiny as well as spending in Baghdad. If all these changes are put into effect, Kurdish self-rule will soon be over. So it is now easy to understand that Barzani is stepping down to avoid the humiliation of giving up so much of his power. The Kurdish leadership will be very hard to resist and suffer from division and loss of confidence after the defeat of Kirkuk. However, the actual power of Abadi was that the Kurds, for the first time since 1980, have stood without being behind one of the neighboring countries, while the United States hardly offer them anything but the release of feelings and despair, seeing the dispute between its allies, the Kurds and the Iraqi government. When Barzani tried little to force Washington to choose between Baghdad and Erbil, he concluded that the Americans would choose the Iraqi state. When Abadi , asked about the Iranian influence in the Iraqi government seemed upset and sometimes mocking at other times, saying: »Surely he did not have a military role on the ground in the Kirkuk crisis, and I assure you that the impact was zero in those events.» And goes on Abadi , noting that he is Who contacted the Kurdish leadership to persuade them not to fight and withdraw the Peshmerga forces from the disputed areas. Asked about his recent meeting with US Secretary of State Rex Tillerson, who said the crowd had to return to his home country, he replied that it involved either "misinterpretation" or "misinformation" and that Tilerson appeared to be " Was under the impression that Iranian Revolutionary Guard troops were fighting inside Iraq, and did not know that the crowd was all Iraqis. "There are many foreign advisors in Iraq, from many countries like the United States, Britain and elsewhere, including Iran. But the number of Iranian advisers does not exceed 30, much less than a few years ago when there were 110 advisers," Abbadi said. The crowd, he says, should be under the control of the government and adhere to discipline and refrain from taking a political role, especially in the general elections in Iraq on May 12, 2018, and vowed not to postpone those elections. Abadi has a strong position as one of the first Iraqi leaders whose government has good relations with all of Iraq's neighbors without exception, Turkey, Iran, Kuwait, Saudi Arabia, Jordan and Syria. Iraq, as a country with deep divisions among its various ethnic groups, has traditionally suffered from instability at the hands of opponents of the central government at home, in cooperation with foreign sponsors who provide them with money and weapons and provide them with safe haven. But this is no longer happening now, and this is what led to the isolation of the Kurdish leadership. Part of the success of Abadi during the crisis in Kirkuk stemmed from the mistake of catastrophic calculations in which Barzani signed on the reaction of Baghdad and the rest of the world towards the referendum on independence. But Abadi also proved he had a keen sense of how to seize the opportunity when it came. "We have won the international community on our side because we simply put it before them: we told them that the unity of Iraq is very important in fighting terrorism," says Abadi, reflecting on the course of the Kirkuk crisis. The division of Iraq, through Kurdish independence expected in the future, will happen cracks and cracks exploited by «urging». Abadi has certainly stressed the pressure on the appropriate buttons to win the neighboring countries to his side, he is impatient patient mind so the tidal waves that have nearly torn Iraq one day may turn in his favor.
