    [ltr]The outgoing Lebanese Prime Minister, Saad Hariri, said his resignation came in favor of Lebanon, stressing that he was "free" and would return to his country "very soon" to carry out constitutional procedures.[/ltr]
    [ltr]Hariri said his resignation was aimed at creating a positive shock in the country.[/ltr]
    [ltr]He added that he can not be the only one who makes concessions while others do what they like.[/ltr]
    [ltr]"I had to take security measures to protect myself," he said. "I have the right to protect myself and my family."[/ltr]
