Al-Rubaie added: "The Council formed a committee to follow up its decisions issued, in order to follow up and find out the reasons for non-implementation by sending books to departments and committees of the Council."

He explained: "Most decisions are concerned with projects, and now it is parked because there is no money allocated to it because of the financial crisis experienced by Iraq."
