Union of forces: the return of 2 million displaced people and the removal of the crowd requirement for the elections
Baghdad / Mohammed Sabah
The Union of Forces admitted that it had approached international parties such as the United Nations and the United States to postpone elections in the western provinces. The Sunni bloc has ordered the prime minister to return 2 million displaced people by next February, in addition to removing the crowd from their areas. He described the Union of Forces agreement with the National Alliance to form a "six-party", as an attempt to cover the deal that led to the passage of the Electoral Commission in the House of Representatives.
Political sources have revealed to the (extent), the end of last October, the talks conducted by the Union of Forces with the National Alliance to determine the fate of the elections. The talks held in the presence of al-Maliki, on the eve of the vote on the Electoral Commission, led to agreement on the formation of a six-member committee to consider the issue. On 28 September, Al-Mada revealed a request by the Sunni forces to the United Nations Mission in Iraq (UNAMI) calling for postponement of the elections until further notice, citing the delay in the reconstruction of the western provinces and the non-return of all displaced persons to their areas. Prime Minister Haider al-Abadi, during his visit last Saturday to Karbala, the holding of elections on schedule next year. The Electoral Commission had proposed to the Council of Ministers on 15 September 2018 the date for the legislative and local elections, which Parliament voted on them simultaneously. But a member of the political body of the Union of Forces confirms that "the majority of the Sunni forces confirm the need for the necessary conditions for the upcoming parliamentary and local elections, which require the return of all displaced," indicating that "the Union of Forces believes that there is insufficient capacity for the Western provinces to participate in the upcoming elections on the security and political And technical ".
"The Union of Iraqi Forces opened many international organizations, especially the United Nations and the American side, about the inability of the provinces of Salahuddin, Anbar and Nineveh to run in the upcoming legislative elections."
She said that the Sunni bloc requires "the return of all displaced persons and the provision of security and political environment, and the removal of the mobilization forces from the Sunni areas in exchange for the upcoming parliamentary elections."

The areas of Jarf al-Sakhr, the belt of Baghdad, Suleiman Bek and some areas in Diyala province did not record the return of any displaced family despite the stability of their security situation," she said. "The total number of displaced people is 4 million H, only two million of them are displaced. "
"Any province that is no longer displaced will not be able to hold elections there," she said. "The continuation of negotiations between the Union of Forces and Abadi to return all displaced people must be done by the end of next February." MP Fares al-Fares, another member of the Union of Forces, commented on the failure to form the six-party committee between his union and the National Alliance, saying it was an attempt to cover the agreements reached at this meeting to pass the election commission.
"There is no seriousness for some political blocs to return the displaced to their areas and their provinces," Al-Faris said, denying that there was talk about the formation of the six-party committee. The deputies of the province of Nineveh have sent a letter to Prime Minister Haider Abadi, waved to boycott the elections if the return of displaced persons to their areas before the end of this year.
"We are sending a message to the prime minister and the government in general that the displaced must be returned to their areas before December 30," MP Ahmad al-Jarba told a joint news conference with Nineveh deputies in the parliament building on Thursday. "If displaced people do not return home, we will have parliamentary and public demands to postpone the elections."
"We will work vigorously to postpone the elections in the event that the displaced are not returned," he said, adding that "holding the elections in the month of May next will be unfair to the people of Nineveh province."
In turn, confirms the leadership of the coalition of the rule of law MP Ali Alalak not to form the six-party committee, so as not to follow up the reasons for the joint meeting. He denied his participation in the meeting between the leaders of the National Alliance and the Union of Forces.
"There are preliminary understandings between the National Alliance and the Union of Iraqi Forces on the formation of this committee," al-Aalak said in an interview with Al-Mada, but denied that he had "sufficient information" about the formation of the joint committee. "The return of displaced people continues unabated, but they differ from one city to another according to their social, security and political circumstances," said the deputy close to the prime minister.
"The prime minister of Egypt to hold the elections on schedule," he said, and strongly denied the existence of intentions to postpone the parliamentary elections, "as rumored by some quarters."
