    The House of Representatives began its legislative session yesterday, after failing to achieve a quorum to discuss the budget of 2018, scheduled to resume discussion early next year, or to hold an extraordinary session in the event of a compromise formula.
    He referred the President of the House of Representatives Salim Jubouri, the draft federal budget law for the year 2018, to the Finance Committee for the purpose of considering the objections of some parliamentary blocs on the allocations included, and reach a final version to be submitted to the first reading. 
    This came during a consultation session held by parliament on Sunday, headed by Jubouri, after the failure to achieve a quorum to abort the special session scheduled yesterday. And allocated the meeting to discuss the deal with the draft budget law for the fiscal year 2018. 
    At the outset of the meeting, the President of the Parliament to the existence of objections by parliamentary blocs or representatives of some provinces on the draft federal budget law after reaching the Council. Jabouri stressed the need to take a position on them, either by reading them or returning them to the government to introduce amendments, or refer them to the Finance Committee for the purpose of providing observations in this regard.
    The deputies objected to the re-balancing of the government and the disruption of approval. Called MP Magda Tamimi to read the budget and then make amendments after the submission of observations to the Finance Committee. 
    In turn, called MP Ibrahim Bhalaloum to not repeat past experiences and calculate the damage caused by the re-budget to the government, saying that any delay in the budget will disrupt the work of foreign oil companies and lead to reduce the financial imports resulting from oil production. In the framework of objections on budget items, MP Khalaf Abdul-Samad that the oil-producing provinces did not get their rights, calling for a re-budget to the government, which bears responsibility for delaying the sending of the budget to the House of Representatives. 
    In her turn, MP Sajida Mohammed called for the provision of career grades for graduates within the budget and include the salaries of members of the security services returning to their jobs.
    To this, MP Salah al-Jubouri proposed, during the meeting, to collect the observations of the blocks on the budget and delivery to the Finance Committee, and a meeting with the Prime Minister and the adoption of constitutional proposals for the purpose of amendment before proceeding towards the first reading. For its part, MP Hanan al-Fatawi, The desire of the House of Representatives to disrupt the adoption of the budget, noting the existence of observations with the representatives of the provinces of the center and south like other provinces on the draft federal budget law. 
    On the share of the Kurdistan region in the budget, said Deputy Talabani said that "the powers of the House of Representatives on the amendment of the budget is limited," noting that "the Kurdistan Regional Government expressed willingness to negotiate on the salaries of staff of the region, which requires the introduction of a representative in the State Committee for the audit of the numbers of staff in the region, .
    At the end of the meeting, Jubouri announced the referral of the draft federal budget law for fiscal year 2018 to the Finance Committee to collect objections that have been mentioned or submitted in writing from everyone. 
    The Presidency of the Parliament authorized the Committee to discuss with the Government the draft budget law and finalize it, and that the Presidency of the Council to determine a special session to be presented.
