WASHINGTON (Reuters) - President Donald Trump will recognize Jerusalem as the capital of Israel on Wednesday and launch the US embassy's relocation to the historic city, a senior US official said on Wednesday.
The officials said that in the face of opposition from the Arab countries, Trump will announce in a speech today that he ordered the State Department to begin preparing a plan to transfer the embassy from Tel Aviv in a process that is expected to take three or four years.
The US president will not set a timetable.
The officials said he would sign a national security document that would allow him to delay the transfer of the embassy at the moment because there is no building in Jerusalem that American diplomats could transfer to so far and to arrange security arrangements and housing for diplomats.
Washington's endorsement of Israel's claim of its right to the entire city as its capital would destroy a decades-old US policy that the status of Jerusalem must be determined through negotiations with Palestinians who want East Jerusalem as the capital of their future homeland.
The international community does not recognize Israel's sovereignty over all of Jerusalem, which has Muslim, Jewish and Christian holy sites.
The officials, who spoke to reporters ahead of Trump's speech at 1800 GMT on Wednesday, said Trump's decision was not intended to pre-empt the outcome of talks on the final status of Jerusalem or other major disputes between the two sides.
One official even argued that the Trump Declaration reflected the "historical reality" of Jerusalem as the center of Jewish religion and the "modern reality" of being the seat of the Israeli government.
It is unlikely that such arguments will convince Palestinians and the Arab world as a whole.
Palestinian President Mahmoud Abbas, King Abdullah of Jordan, Egyptian President Abdel Fattah al-Sisi and Saudi King Salman bin Abdul Aziz, whom Trump contacted, joined the list of opposition voices who warned that any unilateral US moves on Jerusalem would derail US-led peace efforts. Israeli intelligence minister Israel Katz, who met US officials in Washington last week, praised Trump's impending declaration as "recognition of Jerusalem as the eternal capital of the Jewish people over 3,000 years as the capital of Israel."
Asked whether Israel was prepared for a wave of violence if Trump acknowledged Jerusalem as the capital of Israel, he said: "We are ready for any option. Anything like this can always happen if Abu Mazen leads [things] in this direction if he makes a big mistake."
Arab criticism of Trump's plan contrasts sharply with the praise of Washington's traditional Arab allies at the start of his presidency in January.
