    He confirmed members of the House of Representatives that there are many factors that encourage the spread of corruption as well as political cover , especially since most of the senior officials with dual citizenship ,allowing them to be protected from their countries when they are legally accountable, as well as the presence of most of the officials of families abroad, providing easy departure when emergency " .
     
    Former deputy lawmaker Nadim Al-Jabri said corruption should be dealt with as a phenomenon, not an individual case. The overthrow of corrupt leaders will bring new heads and corruption will continue. Abadi should set a firm strategy to combat corruption rather than temporary measures .
     
    "The government and the bodies concerned with corruption focus on financial and administrative corruption," he said in a statement. "The danger lies in political corruption that provides cover for financial corruption and makes it a common phenomenon and collective practice acceptable politically and socially .
     
    He pointed out that "the parties, in return, provide protection for these officials from the accountability, and it adopts the method of keeping files of corruption against the ministers of other blocs to deter them or compromise later if they threatened their ministers . "
     
    He added that the presence of inflation in the administrative structure of the government with the appointment of 716 Undersecretaries of the Ministry and 4500 rank of Director General in the budget of 2016 is a facet of political corruption, which makes the government co-exist in the creation of ministries and many imaginary positions without the need for them to satisfy the parties, noting that the government of former Nuri al-Maliki It included 44 ministries .
     
    It is known that the affiliated companies of the ruling political parties assumed responsibility for the reconstruction of Iraq after the US occupation. The Integrity Commission issued arrest warrants for 22 ministers and 335 general managers, all belonging to the current political parties ruling the country, on charges of financial corruption and passing deals of local and foreign companies for commissions, However, political influence and support for armed militias prevented legal action against them .
     
    MP Salah al-Jubouri, head of the Alliance of Forces, confirmed his support for Abadi's initiative to fight corruption, but stressed the exclusion of the initiative from electoral slogans and political drafts .
     
    "The announcement of the anti-corruption initiative and the liberation of national resources is the second page of the liberalization of cities," Jubouri said in a statement.
    He stressed the head of the coalition of forces that "the initiative to eliminate corruption should include the files of local governments and their councils and constituencies as they also have significant question marks in the loss of budgets for the development of regions and governorates since 2004 to this day ."
