    The newspaper "Washington Times" published a report on the relations between the Kurdistan Regional Government and the federal government in Baghdad, pointing out the abuse of Prime Minister Haider Abadi of his fellow Kurds, and violating the Constitution not to give them their rights.
    The newspaper said that recently, Prime Minister Haider Abadi abused the citizens of the Kurds in his country, noting that it is time to end this matter.
    US Secretary of State Rex Tillerson announced recently that Washington will stand with the Kurds in their efforts to fully implement the Iraqi constitution. In recent years, the Iraqi constitution has been repeatedly violated, providing the Kurds with a great incentive to secede and declare independence.
    The report added that "after the United States came out strongly against the referendum of Kurdistan and independence, the fact that the United States and other countries around the world now calls Mr. Abadi to respect the Iraqi constitution."
    As the Prime Minister of Kurdistan, Nechirvan Barzani said, "If Baghdad and the international community want a stable Iraq, Baghdad must be serious in its commitment to implement the Iraqi constitution in all its articles."
    In fact, if the Iraqi government followed the federal constitution as it should have been, the Kurds would not have resorted to a referendum on independence, and so this latest wave of protests could have been avoided. Therefore, it is important that the United States tell the federal government of Iraq to stop repression of the Kurds and abide by the Iraqi constitution. "
    Since the beginning, Iraqi Prime Minister Haider al-Abadi has not dealt with the problems of Kurds as citizens of his country with equal rights.
    Article 131 of the Iraqi constitution stated that Al-Kurd was entitled to a fair share of Iraq's revenues and declared that the Iraqi central government was obliged to fund the Kurdish Peshmerga forces responsible for securing their areas.
    The report added, however, that the Iraqi central government did not only send the necessary funds and weapons to the Kurdish Peshmerga forces so that they could fight more effectively. They also refused to send monthly salaries to Kurdish civil servants. This forced the Kurds to rely on oil revenues to cover their expenses. "
    Article 140 of the Iraqi Interim Constitution states that persons who have been deported or expelled from Kirkuk and other disputed areas should be returned to their homes and compensated by the Iraqi government. The Iraqi constitution also called for a referendum to determine the future of these areas by December 31, 2007. However, none of this happens, but the Prime Minister of Kurdistan calls for dialogue.
    The report pointed out that as for the Kurds, Kirkuk is the heart of Kurdistan. Under Saddam Hussein, Kurds were ethnically cleansed from the historically important city of Kirkuk. The city did not become a multi-ethnic again only after the Kurds took over the city from the crowd.
    However, following the Iraqi government's takeover of the city following the Kurdistan independence referendum, the Kurds were killed in Kirkuk, beaten, raped, and forced to leave their homes again.
    Many Kurds assert that this not only violates the spirit of the Iraqi constitution, it brings painful memories to them and makes it difficult for them to remain part of Iraq.
    Article 114 of the Iraqi Constitution affirms that the borders of Iraq are not the exclusive authority of the federal government and should be administered jointly with the Kurdistan Regional Government. This means that the supplier should also be able to operate their own airport and have international flights to and from Erbil. However, the Iraqi central government does not allow international flights coming to and from areas of the Kurdistan Region. The Iraqi government also calls on the Kurds to hand over all border areas to them, according to the report.
    The report said that "Mr. Abadi and his government do not abide by the Iraqi constitution in this regard."
     "The Kurds feel that the inequality between them and the Arabs in the new Iraq is not limited to violations in the Iraqi constitution only When Mr. Abadi delivered a speech on victory against Da'ash, he did not mention the role of the Kurdish Peshmerga in a defeat.
     "Uniting Iraq and preventing it from partition is another victory, which is no less than the victory over terrorist gangs," Abbadi said at a meeting of the Dawa party.
    "The time has come for Mr. Abbadi to treat his fellow Kurds with the respect they deserve," the newspaper said.
    The newspaper concluded its report, "It is time to Mr. Abadi to enter into meaningful dialogue with the Kurdistan Regional Government, and if Mr. Abadi continued not to engage with the Kurdistan Regional Government and refused to comply with the Iraqi constitution, any demands to implement the referendum of independence of Kurdistan is justified."
