    [rtl]BAGHDAD - A member of the parliamentary legal committee, revealed Sunday that the House of Representatives submitted a proposal to adopt a preparatory certificate in the parliamentary elections, because the role of the Council "service".[/rtl]
    [rtl]"The election law, which we voted for, depends on the bachelor's degree of provincial councils and parliament," Ibtisam al-Hilali said. "The provincial councils have established the university certificate and this is a law that can not be changed."[/rtl]
    [rtl] She pointed out that "the role of the House of Representatives is a service, and it is a great service for citizens, so was collected about 100 signatures to submit the proposal to adopt the preparatory certificate or equivalent, to the presidency of the Council."[/rtl]
