US national security adviser HR McMaster said the Iranian regime "is behind the strife that engulfs the Middle East and must be held accountable," against the backdrop of popular protests in Iran last week.

In an interview with Voice of America, McMaster said the Iranian people expressed "frustration at the regime that is interested in exporting terrorism at the expense of meeting the needs of the people."

"What is important now is for the world to tell Iran that it must respect the rights of its citizens," and allow them to demonstrate peacefully and not to use violence against them "as we saw in 2009," he said.

Twenty-one people, including 16 protesters, have been killed since protests began on December 28 in Mashhad, Iran's second largest city, before spreading rapidly across the country.

Demonstrators protest the poor economic conditions and policies of President Hassan Rowhani's government.

McMaster said Washington would see "what options are available ... but I think we need stronger voices around the world that express the Iranian people."

The US national security adviser described the regime in Tehran as "the dictatorial regime ... which uses the resources of this nation to spread hatred in the Middle East."

McMaster accused Tehran of being behind "sectarian strife and civil war that left pain, suffering and death in Syria, Iraq and Yemen."

The Trump administration will respond to the regime's behavior by imposing sanctions "in cooperation with its allies and partners around the world," McMaster said. "It is important to deprive the regime of the resources it needs to continue its deadly wars."
