    Basra provincial council said: "Tribal leaders are extorting companies and contractors to obtain personal benefits, in exchange for allowing work in the areas of their clans." 


    Council member Ahmed al-Sulaiti said in a press statement: "There are cases of sectarian extortion occurred to contractors or companies to claim them and give them a share in the project or the operation of workers in the project of that clan, and if the objection of the contractor or the investor does not allow those tribal leaders to complete the project, The service and developmental reality in the province. " 


     Al-Sulaiti said: "One of the most important incidents, what happened months ago, when the tribes prevented the establishment of water project in Basra, which is located in the Haritha sector, and agreed to contractors and companies to participate in the project or the cancellation of the project altogether, but the intervention of the government and the withdrawal of special forces prevented From blackmailing the contractor. "
     
    "Local police in the province are unable to prevent tribal conflicts because they do not have heavy weapons, armored wheels or combat vehicles," said a member of the provincial council.
