A senior administration official said some top advisers to President Donald Trump urged him to extend the suspension of sanctions on Iran by next Friday, when a decision is due, but in private meetings he did not want to do so.
Trump faces deadlines for the deal, the first of which is this week, including a decision on whether to reinstate oil sanctions suspended under a nuclear deal in 2015 that has restricted Iran's nuclear program.
A senior administration official told Reuters Trump would seek a final decision on whether to extend the suspension of sanctions during a meeting with his national security aides on Thursday.
The official told Reuters that Trump's top advisers would recommend him to extend Iran's exemption from sanctions.
If Trump did so, the move would probably be accompanied by new sanctions targeting Iranian companies and individuals, the official said.
Another US official said some officials expected Trump to renew the exemption from sanctions but stressed that no final decision had yet been made.
Trump was furious at private hearings that he was forced to suspend sanctions again because he believed his predecessor, Democratic President Barack Obama, had negotiated a bad deal for the United States to agree to the "Comprehensive Comprehensive Action Plan" - the official name of the nuclear deal.
The official said any decision not to suspend sanctions would make the United States in the position of violator of the agreement.
"You either suspend sanctions or do not suspend them and if you do not suspend them, then you are violating the joint comprehensive action plan."
Trump and his top advisers are negotiating with lawmakers in Congress to try to change penal legislation so as not to face deadlines for suspension of sanctions every 90 days.
The White House said the United States was deeply concerned by reports that Iran had forced thousands of its citizens into prison and tortured and killed some of them in detention.
"We will not remain silent as the Iranian dictatorship suppresses the fundamental rights of its citizens and we will hold the leaders of Iran responsible for any violations," White House press secretary Sarah Sanders said in a statement.
