Why is it required to pay customs fees from non-governmental entities?

The General Secretariat of the Council of Ministers explained the reasons for the government's decision to postpone the payment of customs duties on imported goods and goods in the name of ministries and entities not affiliated with the Ministry.
A statement by the Secretariat that "the Council of Ministers decided at its last meeting to postpone the payment of customs duties for imported goods and goods in the name of ministries and the Secretariat of Baghdad and municipalities unless the contract provides for the source to bear those fees."
He added that "the decision is subject to several conditions to postpone the completion, namely that the book addressed to the General Authority of Customs signed by the Minister or the Undersecretary of the Ministry."
The decree also stipulates that "the amount of the contract shall be allocated in the general budget of the State, or that the imported materials shall be textbooks and educational supplies for the Ministry of Education, medicines, medical supplies and medical devices of the Ministry of Health, ration card materials for the Ministry of Commerce, The Ministry of Construction and Municipalities and the Secretariat of Baghdad, and all inputs, based on the investment contracts included in the investment budget in the draft federal budget law.
The Council of Ministers voted in its last Tuesday to postpone the completion of customs duties for imported goods in the name of ministries and entities not associated with the Ministry, and comes to "facilitate the work of ministries and provide necessary to support the Iraqi citizen in all areas."
