    Legal expert Tariq Harb confirmed that the international coalition against terrorism could not be prosecuted on charges of killing civilians during the fighting against an oppressive organization.

    "Under international law, civilians are not entitled during the war to prosecute armies that have committed mistakes at all, and no army can be held accountable for killing terrorists during the fighting," Harb said in a press statement.


    "The government, under the Law for the Compensation of Victims of Military and Terrorist Operations, is responsible for compensating the civilian victims with compensatory money, paying monthly salaries and cutting off residential land in compensation for their damage," he added.


    The legal expert pointed out that "many similar incidents in which the Iraqi side was unable to obtain compensation from the US military or the international coalition."


    An international organization has declared 1579 Iraqi civilians killed in raids by the US-led international coalition in less than a year. "
