Parliament passes the election law and sets May 12 as the date for the ballot

     Baghdad / Range

The House of Representatives ended yesterday to vote on the election law and the 12 th of May was set as the date for the general election in the parliamentary elections.
Following the vote, the Parliamentary Legal Committee referred to irregularities in the legislation and called on the objectors to review the Federal Court.
On the other hand, said the National Coalition, it continues with the Supreme Judicial Council, and that the latter is ready to supervise the elections in the event approved by the political blocs.
The media department of the House of Representatives, in a statement received (range) a copy of it, yesterday, that the parliament "voted during its meeting, headed by Salim al-Jubouri and attended 209 deputies to the law of elections to the House of Representatives in addition to the approval of the date of its conduct."
On Sunday, the Federal Supreme Court ruled that the election deadline should be observed on May 12.
The Council of Representatives, the Government, committed 8 guarantees before the general ballot, namely:
First, to provide a safe environment for the elections.
Returning displaced persons to their areas.
Thirdly, the voting shall be electronic in all regions through the use of electronic counting devices.
Fourth: The parties that are running the elections should not have armed wings.
    V. Shortage of the carrying of weapons Duration of electoral propaganda and after and until the end of polling day on the official institutions, especially in the Ministries of Defense and Interior.
Intensifying the numbers of local and international observers and asking civil society organizations and the United Nations to take the necessary measures to ensure broad participation in free and fair elections.
VII. The Council of Representatives shall monitor through its committees the implementation and evaluation of the commitments received and the reports of the Presidency shall be received by the Presidency.
Eighth: Ensure the participation of all citizens in the elections through the establishment of funds for the displaced in the provinces of internal displacement.
However, the parliamentary legal committee confirmed that the law contains illegal aspects.
The committee chairman, Mohsen al-Saadoun, said in a press conference held in the parliament building that his committee "submitted some proposals and amendments, which is a specialized committee but was rejected by the deputies, including the adoption of the preparatory certificate as a minimum."
"The imposition of a bachelor's degree for the candidate instead of the preparatory certificate is a constitutional violation committed by a contrary to the proposal of the Legal Committee."
After the vote, called the National Coalition led by Iyad Allawi, the presidency of the Supreme Judicial Council to develop mechanisms to consult with the Presidency of the House of Representatives on the supervision of the elimination of the elections.
"We express our full respect and commitment to the decision of the Federal Court and its opinion on the interpretation of the constitutional provisions concerning the timing of elections," the coalition said in a statement received by Al-Mada.
The coalition stressed the need to "expedite the completion of electoral procedures in the liberated areas and fulfill the promises made to the displaced, especially with regard to the distribution of electronic voter card and take measures to ensure the conduct of the electoral process in accordance with the criteria of parity, integrity and independence."
Commenting on this, the MP from the National Coalition Hassan Shuwaird said in a statement to (the extent), yesterday, that "it is necessary to oversee the judiciary in the electoral process to monitor counting and sorting," noting that "this measure achieves transparency in the results and prevents the occurrence of fraud."
Schuerd stressed that his coalition "addressed the Supreme Judicial Council more than two months ago on the assignment of judges to oversee the elections."
The MP from the National Coalition that "the Supreme Judicial Council has agreed to send judges to monitor the conduct of the electoral process next," pointing out that "it is left to the parliamentary blocs to determine the legal mechanism for the assignment of judges."
"It is possible to present a proposal to regulate the process of the participation of judges in the electoral process, or to vote on a resolution in the House of Representatives that allows judges to serve as observers or supervisors of elections."
