The election law guarantees the nomination of high-ranking officials but ousts one-third of the deputies

     Baghdad / Wael Ne'ma

The large political forces in parliament separated the new electoral law on the size of the elections and ensured the candidacy of high-ranking officials without the need to submit their resignations before the elections. It also prevented the exclusion of dual nationals from the candidacy and granted immunity to candidates accused of corruption.
On the other hand, there has been a failure to compel the parliament to accept the candidates of the preparatory school certificate to be elected as members of the next council, but these powers will seek to challenge the paragraph on this matter.
According to the new electoral law, the government must ensure that the displaced return before the date of the elections and that the armed groups that do not belong to the security institutions are prevented from intervening in the elections.
The decision of the Federal Court, which calls for the establishment of the date of parliamentary elections on 12 May, pushed parliament to pass the election law in the first session on Monday, which was divided by disagreements and objections from Sunni and Kurdish blocs.
Parliament adopted the law "St. Lego Amendment 1.7" for the next legislative elections, after it was voted on, and after the vote, President Fuad Masum issued a decree to ratify the law.
In the amendments Monday, it was noted that the parties that include armed wings were not nominated and that they were not members of the "armed forces or independent bodies".
The amendments required the concerned parties to provide a safe environment for the elections, with the voting being electronic in all regions.

    Last minute amendments
Amin Bakr, a member of the legal committee in parliament, said that the large political forces "refused to include a substance in the new law to prevent the nomination of accused of corruption in the upcoming elections."
Article 3 of the amended law stipulates that the candidate should not be "convicted of a felony or misdemeanor that violates honor by virtue of imprisonment or imprisonment." However, the text did not prevent a person who committed a crime of corruption from running, as suggested by some blocs.
"We tried very hard to fix that paragraph, but the big blocs prevented it, and will allow the corrupt candidates to run for elections," Bakr, a member of the Kurdish Change Bloc, told Al-Mada yesterday.
Prime Minister Haider al-Abadi has announced his intention to pursue the corrupt in the country after the expulsion of an organization calling for the end of last year, but the campaign is facing severe criticism.
Also, some of the forces in parliament failed during the debate on the election law, which was legislated at a critical time, as it left only three months to cancel the special vote, which gives members of the security forces the right to vote in isolation two days before the general ballot.
Opponents of the "special vote" fear that the measure would allow political parties that control the security ministries to influence the will of the participants in the elections, whose numbers are close to one million.
The large powers, according to Amine Bakr, intervened in "a previous decision taken by the legal committee in parliament, to abolish the ban on the special vote."
Instead, the recent amendment to the electoral law requires the Commission to establish procedures to facilitate the special voting process by "distinguishing the voter card for security forces by reference or code, writing personal information in a different color from the general ballot, distributing the names of the security forces at the station level for each regiment and ensuring that they are not repeated At the polling stations, "as well as the" fingerprinting process for private and public voting ".
The political forces also failed to prevent the "dual nationals" from running for the elections because of the possession of political leaders, more than nationality, led by Prime Minister Haider Abadi, who announced at the beginning of his assumption of power in 2014 abandonment of British nationality, which questioned experts in its legality.
In this context, says Mohamed Nuri al-Abed Rabbo, MP for the Alliance of forces in a statement to (the extent) yesterday, "
The deputies had objected after the amendment to the law, not to include a text to prevent "dual nationals" from running, and said that 200 deputies pledged to approve that paragraph during the vote, but did not fulfill their promises during the meeting.
Opposition MPs called on voters to "drop dual nationality" on the day of voting not to be elected, in response to what the political blocs did. The MP Abed Rabbo that the political forces obstructed the demands of some blocks to "the resignation of conservatives and deputy ministers and directors-general wishing to run," noting that "the survival of these groups in their positions will allow them to exploit their positions to obtain votes." It is estimated that there are more than 3 thousand degrees especially in the state, most of them appointed by proxy, and they went to the Dawa Party and the rule of law.

    "A university candidate" and
aspiring some political blocs, this time, to raise the level of members of parliament, after we needed to require a candidate to obtain the degree of "bachelor" as a minimum to enter the election, which angered the large forces preparing to challenge, according to deputies.
"It is not right to prevent the holders of the preparatory certificate or the institute to run for election, the parliament represents everyone," said Nazem Rassin al-Saadi, deputy state law minister for the term.
The opponents of that paragraph, that the preparatory certificate more conservative in Iraq, especially after the proliferation of community colleges. They also stressed the importance of the Parliament being representative of the peasantry and workers.
The elections will remain subject to the implementation of the government 5 conditions, the Sunni forces representing the liberated cities of the organization "Dahesh"
"The government has to return the displaced people and provide them with security, and they must prevent the intervention of tribal or popular crowds in securing elections or monitoring," said MP Ninewa Mohammed al-Abed Rabbo.
Deputies close to the popular crowd considered the latest measures as attempts to circumvent the Federal Court's decision to hold elections on its constitutional date.
The first article of the new amendment to the electoral law stipulates that "the Ministries of Defense and Interior shall ensure security of the electoral process," which is confirmed by the political forces to block the interference of any other armed formations in the elections.
He also pointed out that the Ninewa that "the government to provide guarantees of commitment to the previously committed itself to prevent the participation of parties that have armed wings."
