    The tension reigns over the relationship between the prime minister and the political blocs one day after the election law was passed, in conjunction with the first parliamentary move to negotiate with Abbadi to resolve differences over the budget law. 
    A number of parliamentary parties have known the weapon of breaking the quorum in meetings that include the presentation of the budget law for discussion if the government refuses to include the demands of the law. 
    The Presidency of the Council of Representatives was quick to form a committee to be held by members of the finance, legal, economic and investment committees, which will negotiate with the government to resolve differences over the 2018 budget items.

    The government has already rejected all the observations and amendments sent by the Presidency of the Parliament to include in the budget law of 2018, considering it as personal and electoral demands that increase public debt and reflected negatively on the increase deficit. 
    The Presidency of the House of Representatives collected observations and proposals of the blocks that exceeded the 35 proposals that the government is required to include in the law in exchange for its discussion in the House of Representatives. 
    Commenting on this, confirms the member of the Finance Committee, Massoud Haider said in a statement (range) that "most of the political blocs in the House of Representatives objecting to the paragraphs and items of the law of the general budget," pointing to "the absence of positive atmosphere to help pass the law in the coming meetings.
    "The Kurdish forces have nine constitutional and legal observations on the draft budget as well as the Union of Iraqi Forces, which calls for the allocation of funds for the reconstruction of cities, in addition to the southern provinces insist on the commitment of the government to allocate amputations of dollars." 
    The federal budget was estimated at 108 trillion dinars, with an expected deficit of 13 trillion dinars. The share of the Kurdistan region decreased from 17% to 12.67% only. 
    Meanwhile, the head of the Committee on Economy and Investment Ahmed Kanani that "the first rounds of negotiations between the government and parliament will be launched next week." 
    Al-Kanani predicted in a statement to (the extent) that "the Commission was unable to resolve the differences with the government, which insists on reading the budget law first reading before making any amendment."
    The government had sent the federal budget bill for 2018 to Parliament at the end of last November, in conjunction with the entry of the House of Representatives on the holiday of the third legislative term. 
    The coalition of Iraqi forces threatened two months ago to boycott parliament sessions because the allocations of displaced people and compensation for areas affected by military operations were not included in the budget. 
    As the deputies of the oil provinces, a letter to the Presidency of the parliament, demanding the government to comply with petrodollar allocations, while the Kurdish blocs demanded to keep the ratio of 17% as a share of the region. 
    He Kanani said that "of the most blocks that are reserved to pass the budget bill is the bloc of the Union of Iraqi forces," adding that "electoral bidding behind the impeding passage of the draft budget law."
