    The Presidency of the House of Representatives approved a request submitted by a group of deputies holding preparatory certificates by making a first amendment to the electoral law. Each electoral list requires the allocation of 20% of its candidates to the holders of the preparatory certificate.
    The Presidency of the Parliament assigned the Legal Committee in the House of Representatives to write the new amendment as soon as possible in order to resolve the first and second reading of it during the current week, to be voted in the session on Saturday. 
    The deputies of the holders of the preparatory certificate threatened the Council of Representatives to investigate 13 deputies who have received higher degrees in the current parliamentary session without any discharge, revealing that there are 30 deputies have a bachelor's degree do not have a preparatory certificate. 
    If parliament does not pass the first amendment to the electoral law, which stipulates that the candidate obtains a bachelor's degree or equivalent, five current ministers will be excluded from running for parliamentary elections next May.
    "The Presidency of the House of Representatives referred a request submitted by a group of deputies who hold the preparatory certificate to the parliamentary legal committee to amend the paragraph that obliges the candidate to the House of Representatives to obtain a bachelor's degree or equivalent within the election law," House MP Niyazi Mammaroglu said in a statement. "He said. 
    The House of Representatives voted last week on the election law of the House of Representatives provided that the candidate to obtain a bachelor's degree or equivalent to run for parliamentary elections. 
    "The Legal Committee in the House of Representatives will issue the first amendment to the electoral law, which will require all electoral lists to allocate 20% of the candidates of the preparatory certificate," said Oglu, who holds a preparatory certificate.
    "The parliament member will end the first and second reading of the new amendment during the next two days in order to submit it to vote next Saturday," he said, stressing that "MPs with a preparatory certificate does not exceed sixty deputies." 
    The Turkmen parliament threatened that if the electoral law was not amended to "open an investigation with all deputies who have obtained certificates of study in illegal ways," stressing that "a large section of deputies received a bachelor's degree through unrecognized civil education." 
    The decision of the House of Representatives reveals that "thirteen deputies received high certificates in the current parliamentary session without obtaining a discharge from the presidency of the House of Representatives, which is considered a clear violation of the law," pointing out that "there are 30 deputies have a bachelor's degree and they do not have a preparatory certificate "He said.
    "If the election law is implemented without amendment, five ministers will be prevented from running in the upcoming parliamentary elections," Oglu said. 
    The Federal Court responded to the challenge of the preparatory certificate for the candidates for the upcoming elections and kept the bachelor's degree as a condition to run for parliamentary elections in the first half of next May. 
    The State Consultative Council also issued a decision on the basis of a query submitted by the Ministry of Higher Education regarding the certificates of deputies, in which he clarified that no deputy or official in the Iraqi state is entitled to a study certificate unless it is fully granted by his institution and this applies to all employees.
    In turn, the second decision of the House of Representatives Imad John that "the vote of the House of Representatives on the adoption of a bachelor's degree for the candidate in the upcoming parliamentary elections is a correct procedure that there are heads of parliamentary committees have a preparatory certificate and members have a degree or graduate studies." 
    The social media outlets circulated a list of more than 80 deputies who said that they hold a preparatory certificate and are not entitled to participate in the upcoming parliamentary elections, and many of them hastened to deny this information. 
    The House of Representatives issued a subdivision on these lists, calling on the media and social reach to be precise and professional approach instead of "abuse and cajoling".
    "In the previous parliamentary session, the number of deputies holding the preparatory certificate was up to 200 deputies, but in the current session it fell to about 70 deputies," he said.
