Prime Minister Haidar al-Abadi, on Wednesday, addressed Iraq at the Kuwait conference for the reconstruction of Iraq, while stressing that he will not stop fighting corruption.
In the Name of Allah the Merciful
The Compassionate, the Merciful The Honorable Emir of the State of Kuwait
Dear Secretary-General of the United Nations, Distinguished
President of the World Bank, Distinguished
Representative of the European Union
Ladies and Gentlemen, Distinguished Heads and Delegates,
I would like to salute you and to congratulate you on your great efforts in holding this gathering, To achieve the goals of the International Conference on Iraq Reconstruction, hosted by the State of Kuwait at the initiative of His Highness the Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah.
I am also pleased to thank our partners in the preparation of the work of this conference, the United Nations, the European Union and the World Bank, valuing their orientation in support of the reconstruction, development and investment in Iraq.
I thank the companies, organizations and personalities that have been keen to attend the conference both on its first day devoted to the reconstruction sessions, which coincided with the convening of a conference of non-governmental organizations to support the humanitarian situation in Iraq or on the second day of investment and the private sector, which is the largest economic demonstration to support reconstruction and investment in Iraq.
I also wish to salute the representatives of the brotherly and friendly countries and all the parties attending the final conference today.
Ladies and Gentlemen ...
After Iraq achieved its great victory and defeated the oppressor and ended his abhorrent dream, thanks to the bravery of our armed forces and the international support and the sacrifices of the sons of Iraq who have licensed their blood in defense of the land and dignity, and the size of a threat to the whole world, Iraq looks forward to the future confidently embracing the generations of the emerging Iraqi, Now grows away from dictatorship and tyranny, believes in openness and co-existence and works for a better tomorrow.
The development in Iraq is a development for the entire region and for all its neighbors. Today, we are establishing the concept of Iraq as a bridge of convergence rather than a battlefield for Iraq to be a space for mutual understanding and a gateway for the exchange of interests, benefits, visions and ideas.
Our vision for development in Iraq is based on the principle of complementarity rather than conflict. We seek integration with our neighbors first, with our Middle East environment, and with the international environment. Third, we have the determination to succeed in creating this complementarity despite the challenges we face now and face in the future.
Ladies and Gentlemen
We look forward to real and strategic partnerships and fair and acceptable benefits to all. We look forward to a deep understanding of our reality. We are well aware of the obstacles that slow the development movement and impede the entry of partners. We still suffer from bureaucratic bureaucracy. To get rid of the old laws, and the current investment law in Iraq is one of the best laws in the region, yet the Iraqi government issued a package of regulations and instructions that facilitate the implementation of this law, and Iraq needs to renew the infrastructure and to increase training And you are also aware that Iraq is the land of endless opportunities and has a vital and persevering people. I wish the sincere and true friends of Iraq to share Iraq's opportunities, to offer their best and to be patient as they keep pace with the new Iraq. Our goal is to create an environment. Economic sound to provide thousands of opportunities
Dear friends,
We fought terrorism in our cities and it was an open and cruel war. We saw our homes demolished, our schools burned, our streets were battlegrounds, and we suffered all this pain because we were fighting not only for Iraq but for humanity. We were fighting the most bloody and criminal terrorism in modern history. But we were careful to take into account the humanitarian aspects and were the guidance to all our combat forces that the objective of the nominal during their military operations against Dahesh is to maintain the safety and security of our citizens and dedication in order to spare the families of the risks and the transfer of those exposed to them away from the battlefields.
We expect our brothers and friends to share our responsibility for rebuilding the war-ravaged country and the consequent decline in infrastructure for basic services. Before that, support for restoring stability in liberated areas must be continued.
We have succeeded in returning more than half of the more than five million displaced people.
Affirming that the return of displaced persons is voluntary, the rehabilitation of basic services with rapid projects that encourage return to their areas is urgent.
We must mention here that Iraq as a whole and because of this confrontation with terrorism has suffered from the decline of development and there are great opportunities in all the Iraqi provinces of Basra, which represents the history and civilization and large economic boom, and Dhi Qar and its marshes and effects through the Babylon civilization and the beloved capital Baghdad and Anbar liberated and Nineveh Spring and the provinces of our dear north in Iraqi Kurdistan.
Dear Audience
In the light of our follow-up to the progress of your conference yesterday and today, we would like to express our great satisfaction with the activities of the Conference and to commend the efforts of those who are in charge of it.
Investment is the key to achieving sustainable development, both in activating the economy, in increasing production, or in the employment of labor.
Ladies and Gentlemen,
Since taking responsibility for supporting the private sector and investment, we have made it one of the six pillars of the government program. We have worked on a series of reforms to improve economic sectors and investment opportunities.
In the past few weeks, we have launched a package of
measures to improve the investment environment in Iraq, which will have implications for simplifying procedures for investors. The Cabinet also approved the signing of international agreements protecting investment in Iraq.
The partnership agreement between the public and private sectors has been approved as we have already approved the program of restructuring the state-owned companies by entering into partnership with the private companies.
We have objectively identified what has hit many public facilities from negligence and sagging, which has lost the advantages of efficiency and productivity, and we had to stop slack in the performance of these facilities, by calling for a real partnership with the private sector, we look forward to moving forward.
Ladies and Gentlemen,
We have launched a strategic plan for reconstruction that will be a platform for launching projects according to the criteria and priorities that took into consideration the requirements of achieving the sustainable development goals of 2024 as well as the vision of Iraq 2030
in order to ensure transparency. As we proceed with the promising investment process, Which is headed by the Prime Minister to follow up through an executive follow-up committee linked to the Supreme Committee to ensure the accuracy of implementation and transparent procedures.
The successful experiences of some investors in Iraq reflect the real will to enter into the investment sector, and therefore we look forward to your broad partnerships with the Iraqi private sector. We emphasize that our insistence on our fight against corruption will ensure a successful environment, under clear and transparent action, and we will not stop fighting corruption.
This conference is the beginning of the great start for reconstruction and investment in Iraq, and Iraq will continue its march to promote it and provide a true atmosphere.
We look forward to your presence in Iraq, welcoming your efforts and confirming the government's keenness to redouble efforts to open the real investment portal for the benefit of all Iraqis.
It is important to emphasize the outstanding role played by international and regional organizations in supporting the reconstruction, development and investment movement in our beloved country,
peace and mercy of God be upon you.
