    (Reuters) - Iran is negotiating an agreement with Russia to import wheat to allow flour exports to neighboring Iraq, Kao Zergeran, secretary-general of the Iranian Food Federation, told Reuters. 
    The agreement includes the import of about one hundred thousand tons of Russian wheat per month for private mills will produce flour for export. 
    Zerjran said talks were under way and he expected the agreement to be finalized within two months. 
    "Last week we were in Moscow to negotiate the agreement and after its completion we will start within a few months." 
    "We have a small financial problem that needs to be resolved, but then it will be possible to move forward with the agreement," he said without elaborating. 
    The Economic Commission for the Eurasian Region, which is concerned with the Free Customs Area, which brings Russia together with its neighbors, told Reuters the negotiations later. The committee leads the negotiations.
    Arkady Zlochevsky, president of the Russian Grain Producers Association, a non-governmental agricultural pressure group, said the talks were part of broader negotiations on free trade between Iran and Russia. 
    He said private Russian companies were studying wheat supplies to Iran as part of the talks. 
    "Russia is ready to start supply as soon as possible in the coming days," said Zlochevsky, who is taking part in the talks. "The question is about the Iranian side and how fast its companies are adapting to the supply system because Iran has not been buying our wheat since March 2016." 
    Iranian private mills are not allowed to use local wheat for flour exports. " 
    Russia, one of the world's largest wheat exporters, has plenty of supplies pending agreement. "It is negotiating with the Iranian private sector," he said. 
    Turkey's imports of flour are now dominated by Turkish supplies.
    "It will be difficult for Iranian flour to compete because of the nature of the quality of the Turkish flour used by the Iraqis, which is why they have to import high-protein Russian wheat to produce flour that is easily sold in Iraq," a source in the sector said. 
    Iran exported some hard wheat this year from local and abundant harvest to Oman, Italy and Iraq. But Zerjran said that this is not the direction that is expected to grow. 
    "Our policy is not actually to be issued, it is in fact self-sufficient," he said,
